ACCOUNTABILITY STATEMENT:
The Director, Integrated Network Planning is responsible for the planning, development and oversight of a connected, customer-centric public transportation network to support the efficient and safe movement of passengers. The incumbent will focus on network planning and growing connections that support the movement of passengers across Ontario and into Manitoba. The role will collaborate with various stakeholders such as other government agencies, transportation providers, vendors, community groups as well as internal departments to align goals and implement coordinated strategies to optimize service integration between bus and passenger rail services, ensuring schedules are aligned to provide convenient transportation options for passengers.
MAJOR DUTIES/ RESPONSIBILITIES:
Analyze ridership data, demand patterns, and growth forecasts to determine network capacity requirements and optimize resource allocation
Engage with internal teams and external stakeholders to gather input, address concerns, and ensure compliance with industry standards and regulations
Provide strategic direction to ensure optimum utilization of bus fleet and routes
Provide strategic direction and planning to ensure effective and efficient coordination of work projects including, workforce/business planning and market analysis to identify opportunities and negotiate agreements to facilitate network expansion
Ensure compliance with all regulatory agencies, applicable collective agreements while maintaining effective working relationships with internal and external stakeholders
Planning and implementing technology or automation for safety, efficiencies, and better and effective operational requirements
Collaborate closely with cross-functional teams, to design, and implement efficient operating systems tailored to meet the evolving needs of users and clients within the Passenger Services Division
Provide oversight on contingency plans and procedures for disruptions, emergencies, and unexpected events affecting network operations while prioritizing passenger and employee safety
Provide strategic direction to develop transportation network plans, with considerations for Indigenous communities, including route alignments, schedules, and service frequencies
Create, plan, implement, evaluate, and manage all available resources
Establish, follow up on, measure and, as necessary, improve Key Performance Indicators (KPIs) for the scope of responsibility
Develop and lead a team to oversee data analysis, operational and system enhancements, development of reports for Executive leadership and ministry officials
Plan, build and present division briefing notes, and business case development for ongoing project requirements
Oversee the continuous evaluation and refinement of service offerings to improve network efficiency, customer satisfaction, and operational performance
Plan, develop, implement, follow up and measure ways for ensuring employees’ adherence to regulatory requirements and departmental and corporate policies, procedures and practices
Ensure timely and smooth flow of information/communication within the scope of responsibility
Stay fully informed on status of projects, work, and production through established processes and timelines and provide reports as required
Encourage, promote, advocate for, embrace and lead continuous improvement, inclusive and safety culture
REQUIREMENTS:
University Degree in Transportation Planning, Civil Engineering, Urban Planning, or related field or equivalent work experience
Project Management Professional (PMP) certification preferred
7+ years of progressive experience in transportation planning, network optimization, public transportation operations, and policy development
Over 5 years experience in a manager or director role including but not limited to:
leadership and change management
project management/supervision
operating and capital budgets
strategic planning and goal setting
community relations
research and development
create and implement process
Knowledge of industry best practices in passenger transportation
Excellent working knowledge of computers and the Microsoft suite of products
Familiarity with Geographic Information Systems (GIS) and transportation planning software is an asset
Certification or professional accreditation in transportation planning is desirable
Excellent interpersonal and negotiation skills and demonstrated integrity while interacting with stakeholders and community partners
Effective communication skills with demonstrated ability to listen, focus, and convey messages that will be easily understood
Attention to detail and ability to multitask
Willingness and flexibility to change priorities on short notice and/or under pressure
Proficient in documentation of complex concepts such as demand analysis, performance and capacity planning and strategic decision making
Valid driver’s license and ability to travel as needed
