Washington State DCYF Reports Design/Developer - Two Positions in Olympia, Washington

We're looking for two Reports Developer/Designers (IT Data Management – Journey) *to support the Early Learning and Juvenile Rehabilitation Divisions by designing, developing, implementing, maintaining, and supporting new and existing application software. As the Reports Developer/Designer you will be responsible for report application and database development with a focus on either the Early Learning/Professional Development Grant or Juvenile Rehabilitation data and products. This includes design, documentation, development, modification, testing, installation, implementation, maintenance, and support of new or existing application software. You will be relied on to apply analytical and engineering processes to the planning, design, and implementation of IT systems to meet the business requirements of customer organizations. This includes the work of translating business needs to technical requirements. The Reports Developer/Designer is a member of the Reporting Team, part of the Data & Reporting unit, within the Office of Innovation, Alignment, and Accountability (OIAA). OIAA was created to align, integrate, and ensure accountability of state services for children, youth, and their families across state agencies so that there is a seamless, effective, prevention, and early intervention-based service system regardless of which state agency is responsible for particular services. The Reporting Team is responsible for DCYF's online reporting application portal, reports and report builders hosted in the portal, the automated data-driven report delivery system, and ad hoc reporting for DCYF. The Reporting Team designs develops and implements data marts for increasing reporting efficiency and creates analysis products shared with researchers of child welfare information. These positions are eligible to continue working remotely, but your in-person presence will be required for meetings and/or training once we return to the workplace. What you will get to do: Create and maintain automated reports and report builders. * Conduct requirements gathering sessions with customers. * Provide technical consultation to the customer on potential reporting solutions that can meet their need identifying the pros and cons of each solution. * Document functional and technical report designs. * Design Extract Transform and Load (ETL) transformation logic specific to reporting needs. * Tests ETL specific to transformations designed. * Design report layout(s), define parameters that allow users to build their own custom report and develop data reporting systems using tools like Visual Studio, SQL Server Reporting Services, and SQL Server. * Write computer code and stored procedures in report development process * Create data structures to integrate reports into DCYF’s report navigation application * Debug and maintain code for existing reports; which can involve reverse engineering of existing SQL code as needed. * Deploys code in development environment and prepares deployment instructions for configuration management staff to follow when deploying the code to test and production environments. * Work with DevOps to ensure regular, controlled deployment of updates to existing data reporting systems and BI solutions across various platforms including but not limited to development, QA, and production environments – including cloud-based resources. * Use version control software to maintain change history. * Perform functional unit testing of reports. * Ensure compliance with security and privacy requirements. * Participate in peer code reviews and inspections. Database Design and Development * Facilitate IT team and business client meetings to collect functional requirements in order to design solutions that meet business data consumption needs * Analyze and define data requirements and specifications to design, normalize, develop and implement multi-user reporting databases * Plan, develop, implement, test, and maintain data structures using Transact SQL, Microsoft SQL Server Management Studio, and/or Visual Studio * Implement data systems, continuously analyze, monitor, and address data quality issues in reporting solutions. * Design and develop databases, tables, and stored procedures that achieve consistent and reliable access to, and delivery of data across a wide range of program areas. * Maintain the data dictionary for the data warehouse and reporting layer schemas. Serve as the system specialist for Early Learning or Juvenile Rehabilitation. * Maintain data reporting systems and business intelligence solutions for Early Learning and ACT data. * Work closely with program staff to ensure solutions meet the business needs of DCYF’s programs as well as federal reporting requirements. * Troubleshoot and resolve complex data-related issues. * Create ad-hoc queries in response to data requests from stakeholders and management on an as-needed basis Report Application Testing * Develops test scripts for different types of data validation activities that cover business and technical requirements. * Reviews existing or developed code for an understanding of the technical implementation of the requirements. * Collaborates with technical staff to resolve issues not clarified in design documentation. * Writes up incidents in bug tracking software to report problems for the developer to fix. * Tests to ensure report business rules met, such as target population and appropriate region, office & worker have been associated with the data reported. A successful IT Data Manager has the following knowledge, skills, abilities, and behaviors: Knowledge of: * Data modeling theory and methods, including relational and data warehouse models. * Commonly used reporting development tools, databases, and operating systems. * Software development methodologies and life cycles. * Applications development and structured analysis methods. * DCYF software systems and data in order to develop reporting solutions. Skilled in: * The use of Integrated Development Environments and plugins * Visual Studio * SQL Server Management System (SSMS) * SOL Server Report Services (SSRS) * SQL Server Integration Services (SSIS) * Writing and maintaining complex computer code - T-SQL Scripts, views, stored procedures, Python, PowerShell, C#/VB.net, HTML, CSS, and JavaScript * Source code debugging and problem-solving. * Time-management * Customer service Ability to: * Communicate effectively orally and in writing. * Ability to translate information from both a technical and business perspective * Use of Versioning software (such as SVN, git or TFS). * Use of Microsoft Office products * Work on a team. * Troubleshoot and fix, or identify and report problems resulting from possible errors in ETL processes, the data warehouse, report source code, stored procedures, user and data-driven subscriptions such as: * User-defined SSRS subscription problems * Developer designed data-driven SSRS subscription problems * Broken Reports both SSRS configuration errors and logical errors * Broken links * Data quality * Missing data * Data currency * Data Inconsistencies Required Qualifications: * At least four years of information technology experience such as consulting, analyzing, designing, coding and/or maintaining software applications and/or databases, and providing technical support in Information Technology. * At least three years of recent experience developing reports using a Business Intelligence reporting tool preferably SQL Server Reporting Services, including Report Designer, Report Builder, and implementing Report Models. * At least three years of recent experience with relational databases. SOL Server preferable. * At least two years of recent experience working with star schema Data Warehouse databases. * At least three years of experience writing T-SQL. * Experience using a source code versioning management tool. * Good communication skills both orally and written. Ability to communicate from a technical and business perspective. * Demonstrated and verifiable customer service skills. * Ability to work in a team environment Desired Qualifications: * Demonstrated knowledge and understanding of the business of Early Learning or Juvenile Rehabilitation. * Experience with Early Learning, Corrections, or Juvenile Rehabilitation datasets, models, and topics. * Experience testing complex reports and reporting systems. * Experience using an automated flowcharting tool such as MS Visio.
