Our Budget Unit within the Director's Office is looking for a knowledgeable Budget Training and Policy Lead that is ready to lead the team through a transition to a new financial system.

The Department of Licensing is one of the most public facing state agencies and the second largest revenue generating agency in Washington State. We regularly interact with over 6 million Washington residents and collect nearly $3.3 billion in taxes and fees annually. Duties

As the Budget Training and Policy Lead, you will lead the team as you ensure the appropriate financial resources are available to meet our strategic plan and business goals by creating and maintaining the procedures for coordinating the agency budget. While meeting the intent of executive leadership, you will ensure the procedures you develop are in alignment with policy and best practices. As the subject matter expert, you will develop and maintain training materials for the agency regarding budget processes such as allotment development, decision packages, fiscal notes, and budget management strategies. Your work to provide accurate, timely, and credible budget information to our executive management and stakeholders will have a direct impact on our ability to meet our purpose of helping every Washington resident live, work, drive, and thrive.   Some of what you will do:

  • Create and maintain budget policies for the Department of Licensing.
  • Supervise three Budget Analyst 4s, ensuring their development for further promotional opportunities and current success in their roles.
  • Verify and submit reports generated by the Budget Analysts to Office of Financial Management, the State Legislature, and Federal Agencies.
  • Write and edit maintenance level and policy level decision packages.
  • Write and review fiscal notes for the agency.
  • Coordinate decision package and allotment development efforts.
  • Maintain the Department of Licensing's cost allocation model.

     

Qualifications

What you will bring to the role:

  • Eight (8) years of relevant experience in three (3), or more, of the following areas:
    • Analyzing and researching qualitative and quantitative data using advanced functions in Microsoft 365 suite applications to develop reports, dashboards, and summaries for managers.
    • Advising managers on budget and operations.
    • Writing and editing for clarity and conciseness publicly published documents on behalf of an organization.
    • Developing policies and procedures.
    • Developing training curriculum and conducting trainings.

Experience must include:

One (1) year or more of supervisory or lead experience.

Four (4) years experience in communicating business functions and technical issues to nontechnical people at all levels from management to program staff in a logical, concise and understandable manner.
