Air National Guard Units INSPECTIONS SPECIALIST (SUPERINTENDENT) (Title 32) in Oklahoma City, Oklahoma

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a INSPECTIONS SPECIALIST (SUPERINTENDENT) (Title 32), Position Description Number D2897000 and is part of the OK 137th Special Operations Wing, Oklahoma Air National Guard. Responsibilities Serves as a Subject Matter Expert (SME) for all IG programs and exercises significant responsibility as a Wing advisor of The Inspection System, CCIP, Unit Self-Assessment Program (USAP), Complaints Resolution Program (CRP) and FWA Program. Oversees multifaceted IG programs designed to independently assess unit(s) mission readiness, economy, efficiency, and state of discipline for the Wing; and provides timely, credible, and impartial information to program managers, policymakers, and leaders at all levels. Applies extensive knowledge of the Wing and Geographically Separated Unit (GSU) mission sets to develop policy and objectives that integrate IG programs in accordance with Wing Commander's intent, Joint Force Headquarters (JFHQ), multiple Gaining Major Commands (G-MAJCOMs), National Guard Bureau (NGB), Department of the Air Force (DAF), and Department of Defense (DoD) directives. Establishes metrics and analyzes complex data from a variety of sources/systems, to include Management Internal Control Toolset (MICT), Inspector General Evaluation Management System (IGEMS), and Inspector General Evaluation Management System - Classified (IGEMS-C), to identify risk and eliminate undetected non-compliance within the organization. Enhances openness and approachability by conducting or participating in official public meetings, newcomers' sessions, commander's calls, boards, committees, councils, staff meetings, unit self-assessment briefings, and other Wing assemblies. Maintains effective working relationships and stays abreast of industry trends and guidance through participation in NGB/IG conferences, GMAJCOM(s) Quarterly Inspection Working Groups (QIWG) and Semi-Annual Inspection Council (SAIC) meetings as well as State Joint Force Headquarters IG meetings. Performs IG duties IAW the Council of the Inspectors General on Integrity and Efficiency's (CIGIE) Quality Standards for Inspection and Evaluation. Identifies deficiencies and make recommendations to HHQ IGs to modify policies and programs. Responsible for planning and executing the various complex programs supporting of the Wing CCIP. Organizes and conducts independent evaluations of high-risk mission areas to identify issues interfering with readiness, economy, efficiency, discipline, effectiveness, compliance, performance, and surety. Utilizes a systematic approach to analyze enterprise-wide inspection data including GMAJCOM(s) continual evaluations, Higher Headquarter (HHQ) Staff Assistance Visits (SAVs), Air Force Audit Agency (AFAA), Wing Climate surveys, and Defense Readiness Report System (DRRS), etc., to develop a comprehensive Risk Based Sampling Strategy (RBSS) which is designed to identify potential blind spots to aid commanders' decisions to allocate resources. Oversees the management of Wing instruction and develops goals using detailed analysis of the Wing USAP and IG systems of record, to include IGEMS, IGEMS-C and MICT. Ensures the Wing USAP is developed and continually refined to inform the CCIP of the Wing's overall health. Collaborates with personnel at all levels within the Wing to foster an environment of critical self-assessment and corrective action planning. Ensures adequate guidance and training is developed and provided to Commanders, Unit Self-Assessment Program Managers (USAPMs), MICT Administrators, and IGEMS users across the Wing who are executing the self-assessment portion of the CCIP. Serves as an independent IG in overall operation, administration, and management of the CRP, IG Investigations, FWA, and Whistleblower Reprisal program. Assists the Wing IG in the development, review, and implementation of local guidance; supplements to G-MAJCOM(s) policies and procedures to achieve prompt and proper resolution of investigations and inquiries under the IG CRP. Advises the Wing IG and Wing Commander on all activities related to CRP and FWA, especially matters that are unprecedented, controversial, highly visible, or of significant importance to the Commander or public. Coordinates with the Wing Commander and Wing IG to identify and apportion appropriate manpower to administer effective CCIP and CRPs as IG duty is a position of high public trust and personnel selected must be functional experts with a breadth of experience. Serves as a SME on IG force development and roles and responsibilities as outlined in DAF, G-MAJCOM(s) and Career Field Manager's guidance. Advocates for IG personnel and WIT members with a substantial breadth of experience, exceptional maturity and demonstrated sound judgement, attributes of the highest professional standards and moral character, as well as possess security clearance commensurate with duties required, holds no record of civil conviction or conviction by court-marital, non-judicial punishment, or Unfavorable Information File (UIF), in order to provide credibility for those Airmen, family members, and civilians who seek IG assistance. Requirements Conditions of Employment Qualifications Military Grades: E8 BASIC EXPERIENCE: Skilled in collecting and analyzing data effectively, efficiently, and accurately. Knowledgeable of applicable laws, directives, regulations, policies, and procedures. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communications. Skilled interpersonal communications, empathy, and effective listening. GENERAL EXPERIENCE: All series personnel must be competent at the next higher level before being eligible for that level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: In addition to high analytical abilities, must have expert knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs. Must have experiences in planning for and executing inspector general programs and using software data systems. Experienced in the procedures to inspect and report on the state of discipline program efficiency and effectiveness, and readiness of military and civilian forces. Experiences involved work as the primary inspector general advisor with responsibilities to plan, direct, and manage inspector general programs. Experienced in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations. Experienced in providing policy, guidance, oversight, and directions for the inspection programs; complaints resolution; Fraud, Waste, and Abuse; strategic plans and programs; and the Commander's Inspection Program. Competent in the inspector general program concepts and policy regulations. Has demonstrated skills in the development of programs, procedures, and methods to implement, evaluate, and maintain the inspector general program. Experienced in developing risk-based sampling strategies and annual inspection plan focusing on the Wing Commander's priorities. Experienced in multiple and specific inspector general computerized programs. Experienced and skilled in writing standardized operating procedures for the inspector general programs. Experienced in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations, if applicable, as well as state, city, and/or county agencies in order to adequately evaluate the National Guard's overall mission readiness. Experienced in providing supervisory duties, directing administrative, technical, and operational directions and established broad objectives for long-range strategic plans or new programs. Experienced in developing, interpreting, and implementing the Army, Air Force, or both services' inspection policy. Experiences involved planning and organizing assigned programs, estimating unit resources, capabilities, and objectives. Experienced in coordinating with staff and line management personnel, and skilled in conducting all phases of projects. Experienced and skilled in providing definitive interpretations of regulations and study procedures; and competent experiences involved initializing new inspections, interviews, and research application, methods, and functions. Experienced in identifying potentially controversial findings, issues, or problems with widespread impacts. Experiences included writing and analyzing projects, evaluations, or reports. Competent in providing recommendations on organizational goals, guidelines, and effectiveness to achieve intended objectives. Experienced in using expert judgment, initiative, and resourcefulness to deviate from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems. Demonstrated expertise on interpreting research trends and patterns which resulted in the development of new inspector general programs, methods and criteria. Work experiences included plans and programs that required analysis of unrelated and interrelated issues of effectiveness, efficiency, and productivity. Experienced in developing recommendations to resolve issues, problems and complaints. Experienced and competent in applying qualitative and quantitative analytical techniques that frequently required modifications to fit variables. Competent and skilled to independently perform investigations and resolve the most unusual or complicated complaints or issues in the state. Experienced in making data-driven decisions for refining work methods and developing new techniques for resolution of issues. Experienced in conducting productivity assessments or effectiveness and efficiency program operations; and, experienced in analyzing and resolving a variety of uncommon unit activity problems. Work experiences involved applying an extensive knowledge of National Guard operations to direct complex strategic planning efforts and participate in the establishment of program criteria to measure and/or predict the attainment of organizational goals and objectives. The performed work experiences involved identifying and developing ways to resolve problems or cope with issues and providing realistic data for leadership to improve planning and operational aspects of guard missions. Education High school diploma or General Education Development diploma (GED - Army Enlisted Only) is mandatory. The school work should include completed courses in math, English grammar and composition, speech, psychology, and general science is preferred. Completed higher education academic courses from an accredited business, civilian or military technical school, junior college, undergraduate college or university are optimum. Completed academic courses may include business management, human resources development, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, and behavioral social sciences.
