Federal Aviation Administration Electronics Engineer in Oklahoma City, Oklahoma

Summary This position is located in the Aircraft Maintenance directorate. The incumbent serves as an Electronics Engineer providing professional engineering services including, but not limited to, design modifications to the electrical systems of FAA aircraft. Responsibilities Incumbent is responsible for the development of major aircraft modifications and repairs to include analyzing & troubleshooting electrical system issues and developing/implementing solutions; participates in the diagnosis and resolution of operational and maintenance issues with aircraft avionics. Participates in planning, scheduling, and tracking aircraft modification and repair efforts. May act as a contributing specialist on large work activities or as a team leader for single or small work activities. Applies experience and advanced knowledge of engineering principles, theories, and concepts related to aircraft safety, economy of design, operation, maintenance, production and repair of FAA aircraft, develops plans and techniques to improve programs and policies. Understands how his/her technical area interacts with or is affected by other disciplines and considers the objectives of Flight Program Operations when developing, integrating, and implementing solutions to diverse, complex problems. Typical assignments may include: developing design solutions for aircraft electrical systems modifications required to satisfy customer requests; responsible for design data including drawings, analyses and installation instructions in support of aircraft modifications and installations; plan and coordinate projects in areas where precedent may not exist and specifications, criteria, and regulations may be unclear; system design and integration; extensive research; and shared responsibility for project/program management. Assignments usually require the use of standard engineering practices; establishing certification basis and compliance findings for aircraft modifications and repairs in accordance with 14 CFRs; designing and developing system and software requirements and software and hardware solutions for Unmanned Aircraft Systems (UAS). Assignments also include leading and/or performing integration testing of software and hardware solutions in the lab, ground and airborne environment; using Microsoft Team Foundation Server (TFS) and Visual Studios to develop software in C# for UAS and fixed-wing aircraft Flight Inspection Systems. Defines, plans, and organizes assigned resources to accomplish complex organizational objectives. Allocates resources to accomplish small work-activities within established schedules. Position requires interaction with the customer and may require occasional communication with FAA oversight organizations to include Flight Standards District Office (FSDO), the Manufacturing Inspection District Office (MIDO) and Aircraft Certification Office (ACO). Contacts are internal and external. May act as a key technical point of contact for assigned activities. Contributes to the preparation of management/technical reports or contractual documents and may be called upon to communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties. Provides guidance to lower-level staff to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced engineer. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations. I Band - Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. J Band - Work is reviewed rarely, typically though status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activity. Work activities typically impact directly on the objectives of one or more major subdivisions and/or LOB/SOs and may impact on the objectives of the FAA. In some areas, the work may affect the safety and security of customers. Requirements Conditions of Employment We are not accepting applications from noncitizens. Qualifications BASIC REQUIREMENTS A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive). AND To qualify for this position at the FV-I (FG/GS-13) level, in addition to the Basic Requirements you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV- H (FG/GS-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes experience in applying advanced knowledge of agile software development and engineering principles, theories, and concepts as it relates to the design, development, and modification of C-Sharp software and electrical systems on fixed-wing aircraft and Unmanned Aircraft Systems (UAS); experience applying advanced knowledge of aircraft safety, operation, maintenance, and repair; experience in planning, coordinating, or managing development and/or modification projects or programs related to aircraft and/or aircraft systems where precedents may not exist and specifications, criteria, and regulations are unclear. To qualify for this position at the FV-J (FG/GS-14) level, in addition to the Basic Requirements you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes experience applying comprehensive knowledge of engineering principles, theories and concepts relating to the design and modification of electrical systems on aircraft, aircraft safety, economy of design, maintenance, production and repair of aircraft. Experience planning and coordinating projects and programs in areas where precedents may not exist and specifications, criteria, and regulations are vague.
