Summary The Oklahoma City VA Healthcare System is currently recruiting one Advanced Medical Laboratory Technician to provide care to our Veterans as part of Pathology and Laboratory Service. Responsibilities Major duties and responsibilities include, but are not limited to: This position has a higher-level of responsibility for technical oversight and incumbent is expected to carry out assigned tasks of considerable difficulty independently. Has professional knowledge and understanding of medical technology principles, practices, concepts, and methodologies performing a variety of clinical chemistry, urinalysis, phlebotomy, hematology, coagulation, microbiology and immunohematology (blood banking) tests to provide accurate results to physicians that aid in the diagnosis and treatment of their patients. Uses manual or automated techniques. Responsible for performing difficult specialized tasks which may include but are not limited to advanced blood banking (antibody titers, elutions), advanced microbiology (Mycobacterium (Acid Fast Bacillus) Identification and Sensitivities, Mycology Identification, Virology, Anaerobic Culture, Polymerase Chain Reaction testing), molecular testing, high complexity testing, recording workload statistics, quality management projects and obtaining data for validation studies. Operate the full range of laboratory functions at remote sites independently. Advanced operation, training and comprehensive troubleshooting of laboratory instruments and resolving any problems. Act as key operator for specific instrumentation. Advanced duties may also include one or more of the tasks identified below: Safety Coordination: Oversee safe handling of specimens, chemicals and equipment by all staff and ensure adherence to safety regulations. Laboratory Education: Plan and administer an ongoing continuing education program for laboratory staff to meet accreditation requirements. Quality Management: Coordinate quality management activities within the laboratory and ensure adherence to required standards of quality. Qualifications Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: Citizenship: Be a citizen of the United States. English Proficiency: Must be proficient in spoken and written English. Education: Candidates must meet the applicable educational requirements for certification. Foreign Education. Graduates of foreign MLT programs are considered to meet the basic education requirements if they have a current certification as described below. Certification. Candidates must currently possess one of the appropriate certifications as an MLT granted by the following organizations. (a) American Society of Clinical Pathology (ASCP); ASCP, Board of Certification. OR ASCP, Board of Registry. OR (b) American Medical Technologists. OR (c) American Association of Bioanalysts. Loss of Certification. Management officials, in collaboration with HR Office staff, must immediately relieve employees of the duties and responsibilities associated with the MLT occupation who fail to maintain the required certification, which may also result in separation from employment. Grandfathering Provision. All individuals employed in VHA in this occupational series or in another occupational series performing the duties described in this qualification standard on the effective date of the qualification standard are considered to have met all qualification requirements for the grade held, including positive education and licensure/trademark/registration/certification. For employees who do not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level, or changed to a lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Employees in an occupation requiring a licensure/certification/registration only at higher grade levels must meet the licensure/certification/registration requirement before being promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of this qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of this standard. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meets all the basic requirements of this qualification standard must maintain the required credential as a condition of employment. Grade Determinations: Advanced Medical Laboratory Technician, GS-07. Experience. In addition to the basic requirements, candidates must possess one year of experience equivalent to the Medical Laboratory Technician,GS-06 grade level - and demonstrate the KSAs below. Demonstrated Knowledge, Skills and Abilities (KSAs) In addition to the experience above, the candidate must demonstrate the advanced KSAs: Knowledge of concepts, principles, methodology of medical laboratory technology, regulatory and accrediting agency requirements, and medicolegal requirements sufficient to perform complex diagnostic tests. Skill in applying new scientific/technical developments and theories to laboratory testing. Ability to work independently on a broad range of complex laboratory processes. Ability to troubleshoot and repair specific/advanced complex laboratory equipment. Knowledge of laboratory information technology (IT) systems including troubleshooting systems issues, interface requirements between new instruments and existing IT infrastructure and laboratory IT test development. Ability to convey knowledge of safety regulations and guidelines such as College of American Pathologists (CAP), Joint Commission and Occupational Safety and Health Administration along with continuing education and employee orientation to ensure staff compliance with safety requirements. Ability to plan and administer an ongoing continuing education program for the laboratory to meet accreditation standards. Ability to assist with quality management activities in the laboratory, including monitoring and evaluating quality in accordance with CLIA and CAP, conducting quality improvement activities and communicating quality management results. Physical Requirements: The work requires regular and recurrent standing to perform procedures and tests, walking between different areas within the laboratory and throughout the medical center. The work involves sitting at a microscope or computer, manual dexterity, visual acuity, color vision and the ability to sit and concentrate for long periods of time. Requires intermittent moderate lifting (15-44 pounds); light carrying (under 15 pounds); use of fingers; both hands required; intermittent but possibly prolonged stooping and kneeling; ability to read and comprehend ordinary type and computer screens; ability to hear (aid permitted) and work in an environment with constant noise; working closely with others; high cognitive function required to work in a fast-paced environment with competing priorities without loss of accuracy; emotional stability required to maintain self-control in difficult and stressful situations.
