Leidos has an opportunity for a Cross Domain Operations Manager on the DISA Cross Domain Enterprise Services (CDES) effort. This effort employs engineers and technicians across multiple doctrines and domains and include partner companies in the world-wide operation and sustainment of the DISA Cross Domain Enterprise Services (CDES). This is a technical position with people leader responsibilities with direct reports. The selected candidate must be able to work primarily on-site at DISA Headquarters in Fort Meade, MD, with occasional, situational travel as required.
This key role is responsible for the management and execution of CDES activities and must balance programmatic support with mission and operational-focused priorities. Candidates must demonstrate experience in aspects first line management, leading and implementing complex engineering and network solutions, and leading a team of engineers and IT specialists.
Primary Responsibilities:
Assist program manager with day-to-day management for all CDES efforts, including managing schedules, reporting, subcontractor compliance, personnel and work allocation, and performance management including measuring planned vs. completed progress against projects and deliverables and providing actual vs. baseline metrics to determine performance improvements for analysis and reporting.
Identify program and project risks and employ mitigations, resolve issues throughout the project lifecycle, track and report project milestones, document and execute action plans, and make decisions and recommendations based on business needs.
Work closely as both the manager and technical SME with service leads to establish cross-functional processes and procedures and establish standard policies and procedures for execution within their team and drive mission success.
Supervise technical projects / high-priority tasks in conjunction with other responsibilities.
Participate in staffing/recruiting and retention efforts and personnel management, including selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions of direct reports.
Motivate and lead team members, fostering a diverse and inclusive environment.
Effectively communicate with Leidos leadership, customer leadership. program staff, subcontract partners, and other stakeholders.
Basic Qualifications:
Bachelor’s degree in engineering, computer science, IT, or equivalent technical discipline and 8+ years of directly relevant experience, including providing expertise on multiple complex assignments, developing methodology and developing/presenting solutions to problems, and managing personnel. Additional experience may be considered in lieu of degree.
Active DoD Secret or Top Secret security clearance.
DoD 8570 IAT-II Certification (Sec +)
Excellent written and verbal communication, leadership, organization, and time-management skills
Experience managing program delivering systems/tools/solutions in production, while transitioning to better technology solutions.
Experience managing cost, schedule, and contract budget against mission requirements and prioritization.
Ability to work with leadership both at Leidos and with our customer, including strategic problem-solving
Proven ability to work in a fast and dynamic environment.
Ability to handle multiple tasks, teams and prioritize appropriately.
Ability to gain trust and respect of management, employees, and customers.
Experience working with DISA or DoD customer(s) on projects related to sustainment activities of the Defense Information Systems Network (DISN) infrastructure. Cross Domain Experience to included knowledge of RTB, NCDSMO and NSA requirements.
Preferred Qualifications:
Familiar with DISA networks and processes.
Working knowledge of IT networks, engineering process and CDS Approval rhythms.
Experience working in a cross-domain environment as a lead or similar position.
Extensive knowledge of Excel, to include but not limited data manipulation, formulas, pivot tables, representing data in graphical formats.

Pay Range:
Pay Range $104,650.00 - $189,175.00
