The Role

Bright Power’s California Business Unit develops and implements energy and water retrofits on multifamily properties across the state. The majority of our projects receive funding from utility programs as well as state and local agencies. Because our business is reliant on these programs, we would like to hire a Program and Policy Manager who is charged with identifying, influencing, and safeguarding these funding sources. This role will report to the Executive Vice President and will interface closely with the Incentive Program Coordinator (https://brightpower.applytojob.com/apply/PCqU8MOll6/Incentive-Program-Coordinator) .

Primary Responsibilities

  • Be the subject matter expert on current and future incentive programs, including program funding levels, key stakeholders, program rules and processes, program objectives, etc.

  • Maintain a database of all of the relevant incentive programs that are key to our business (see list of programs below) along with all of the detailed information that is pertinent to our business

  • Act as an account manager for the utilities and agencies (see list below) that oversee the incentive programs we leverage most frequently. We need to treat these programs like customers and understand their motives, objectives, definition of success, while delivering excellent customer service along the way. Relationship building is key.

  • Triage problems that we encounter when working with programs, such as procedural, unexpected rule changes, inconsistent guidance, and escalate with program implementer to reach a satisfactory resolution that protects our interests

  • Provide two-way visibility and transparency to Bright Power and the incentive programs we work with as it relates to our pipeline of projects and the availability of funding and/or program changes.

  • Identify and work to manage potential threats that may jeopardize the incentive program dollars that are key to our business

  • Track and monitor upcoming incentive programs that are relevant to our business so that we are well positioned to help our customer’s benefit at program launch

  • Monitor relevant proceedings at the CPUC to help inform our growth strategy. Where appropriate, influence policy such that it aligns with our mission

  • Act as our primary liaison with the California Efficiency + Demand Management Council (CEDMC) and know when and how to utilize our membership to achieve our objectives

  • Interface closely with Bright Power’s Incentive Program Coordinator (https://brightpower.applytojob.com/apply/PCqU8MOll6/Incentive-Program-Coordinator) to ensure administrative functions related to incentives are aligned with relationship goals.

    Skills/Qualifications

  • A bachelor's degree is required.

  • Experience working with utilities and/or government agencies on programs associated with one or more of the following: energy/water efficiency, solar energy, energy storage, electrification, or similar.

  • Experience in account management or relationship management with high-level stakeholders

  • Fluent in software packages such as Salesforce (or similar web based CRM), MS Office, and Google Suite.

  • Strong collaboration skills with both technical and non-technical groups, attention to detail, superior organization skills, and successful experience developing and implementing functional processes are necessary.

  • Detail oriented, resourceful, creative problem solver. Incentives are dynamic and ever-changing.

    Preferred Qualifications

  • Experience in construction and/or real estate is a plus

  • An existing network of relationships with professionals that work in the utility and incentive program implementation space

  • Experience in energy efficiency program implementation or energy related markets

  • Experience with new energy technology concepts, practices, and procedures are preferred

  • Program Management Professional (PMP) certification

  • Experience in a continuous improvement environment

  • Prior experience with any of the incentive programs below is a plus
