Summary
SUMMARY: Directs and coordinates activities of personnel engaged in purchasing and distributing materials, equipment and supplies for the System of acute care hospitals, community hospitals and clinics by performing the following duties personally or through subordinate individuals.
DUTIES & ESSENTIAL JOB FUNCTIONS: NOTE : The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level. Not all duties listed are necessarily performed by each individual in the classification.
Analyzes market and delivery conditions to determine present and future material availability and prepares market analysis reports.
Arranges for disposal of surplus materials.
Assists in the development and implementation of the department’s on-going training program for both professional purchasing and clerical support.
Assists in the planning, organization and control of the department’s Standardization Value Analysis, contract, cooperative purchasing and market Analysis Programs.
Develops and installs clerical and office procedures and practices, and studies work flow, sequence of operations, and office arrangement to determine expediency of installing new or improved office machines.
Evaluates performance of department employees.Performs annual employee reviews. Makes hiring and disciplinary action decisions.
Negotiates or supervises the negotiation of complex requests for equipment, supplies and services from suppliers and subcontractors; develops a system to evaluate vendor quotations that utilizes appropriate negotiation and purchasing techniques to ensure quality, price, delivery, and service.
Oversees all activities related to procurement of a commodity, from intent to purchase through delivery of commodity. Designs, implements, manages and monitors procurement reporting systems to meet company requirements. Assigns procurement requests to the appropriate personnel.
Identifies System-wide savings opportunities and, working with peers in the Supply Chain, implements product changes.
Identifies opportunities for System-wide standardization of products and working with peers in the Supply Chain, implements product changes.
Working with peers within the Supply Chain, identifies opportunities for process standardization and process improvements and implements changes within the Division.
Independently plans, organizes, directs, and controls activities related to the procurement function and coordinates the work of various sections of the Purchasing Department.
Prepares and issues purchase orders and change notices; reviews purchase order claims and contracts for conformation to company policy.
Prepares and reviews contracts, bids, proposals, and vendor agreements for legal correctness, price and acceptability of items and specifications.
Develops departmental policies and procedures. And Interprets existing departmental policy, rules and regulations governing purchasing activities for subordinates and vendors.
Recruits and maintains suppliers that provide high quality products and services at a better price while maintaining the highest code of ethics and conduct.
Supports efforts to engage with and utilize diverse, small, local vendors.
Partners with departmental stakeholders to optimize value, improve processes, leverage growth and reduce costs.
Utilizes data from internal and third-party tools to create reports for benchmarking, pricing and cost savings initiatives.
Performs other duties as assigned.
Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.
MINIMUM QUALIFICATIONS:
Required Education: Bachelor’s Degree in business, finance, industrial engineering, nursing, healthcare administration, supply chain management or related field from a recognized college or university
Preferred Education: Graduate degree in business, finance, industrial engineering, nursing, healthcare administration, supply chain management or related field.
Required Experience: Five year' supervisory experience in supply chain management or procurement
Preferred Experience: Supervisory experience in purchasing within a healthcare environment.
Preferred Licenses/Certifications: Certified Materials & Resource Professional, Certified Professional in Supply Management, Certified Purchasing Manager.
