General Summary

This position is with J&J’s Engineering Solutions (“ENGS”), a Strategic Business Unit (“SBU”). ENGS’s core business is working for the Department of Defense (“DoD”) and Defense Health Agency (“DHA”) to perform renovation of existing facilities while they remain occupied and functional, especially in the healthcare industry. Most of this work is performed as a prime contractor, working for the U.S. Army Corps of Engineers (“USACE”).

The Project Executive (“PX”) position is a program-level management position. The position typically oversees a staff of Project Manager (“PM”) personnel. As a program manager, the PX will work across a complex array of contracts and work with a wide diversity of customers. The PX is focused on resources, relationships, strategy, business improvement, and business development.

Essential Duties and Responsibilities

  • Maintain daily contact with each assigned PM and regular, at least weekly, contact with key members of external customers (both the contracting agency and the using agency) that we have active work with.

  • Ensure PMs have necessary authority and resources to effectively carry out their responsibilities.

  • Train, mentor, lead, manage, and hold accountable the assigned PM staff.

  • Under the guidance and direction of the Deputy Director, perform Performance Evaluations of assigned PM Staff.

  • Based on Service Unit (“SU”) goals, objectives, and business model, provide PMs with priorities and guidance in strategizing and problem solving.

  • Audit work of PMs and their subordinates. Identify positive and negative trends. Generate action plans to improve negative trends.

  • Work with the senior management team to continuously develop and revise processes in a manner that improves safety, quality, efficiency, and profitability.

  • Foster professional development among the team.

  • Always be working a succession plan, bringing people up through the ranks.

  • Provide meaningful support to Business Development (“BD”) for strategic growth.

  • On case-by-case basis, as approved and directed by Deputy Director, pursue new business opportunities with minimal support from BD.

  • Performs other duties as assigned.

Knowledge, Experience and Skill Requirements

Demonstrated ability to:

  • Effectively lead people through servant leadership.

  • Troubleshoot and navigate through complex contracting and subcontracting issues.

  • Negotiate with customers and subcontractors.

  • Develop short-term, mid-term, and long-term strategy plans to improve business.

Residence Location and Availability

  • Based on individual negotiations, this position could:

  • Be based out of J&J’s Oak Grove, KY office.

  • Work remote.

  • Be located near a cluster of work.

  • J&J has active work on five continents. Independent from where a PX resides, a PX must coordinate their work schedules to ensure appropriate leadership and management is provided, no matter what time zone their projects are located.


  • Averaged through a year, a PX should anticipate spending at least seven to ten days per month on travel in addition to attending several multi-day conferences and meetings through the year. Typical travel may include:

  • Frequently visit active project sites, building and maintaining relationships with using agency and checking in on site supervisory staff.

  • Travel as directed for business development.

  • Accompany corporate personnel on site visits.

  • In the event that project requires recovery, a PX would be expected to be onsite at the project, for whatever duration is necessary, to recover the project.

Physical, Environmental and Sensory Requirements

  • Position works in office areas as well as through construction jobsites.

  • Physical demands include intermittent sitting, standing, and walking, and occasional bending, reaching, and lifting.

  • Moderate exposure to elements such as heat, cold, noise, dust, dirt, chemicals, moving machinery, etc., typical of a construction site.
