HOW A RSC SITE LEAD WILL MAKE AN IMPACT
Performs complex administrative and analytical tasks in support of a contract program.
The RSC Site Lead is a position that requires an in-depth understanding and experience of Maintenance Management, Logistical Management, Financial Management and Human Resource Management.
Responsible for every aspect of the day-to-day operations of the RSC which includes all Maintenance, Logistical, Financial, and administrative functions.
Maintenance Management - Maintenance operations will be performed and managed IAW AR 750-1, equipment Technical Manuals (TMs), the WFS PWS and the individual Customer Support Agreements (CSAs) that are between TYAD and the supported units. Maintenance Policies, Procedures and techniques should support Feld and Sustainment Maintenance operations that repairs forward when possible and achieve the quickest Turn-Around-Time (TAT) possible. The goal is to return 85% of all Sustainment Work Orders to a Fully Mission Capable (FMC) status with 120 hours of opening the Work Order. AR 750-1, CSAs, and the PWS list most applicable publications to reference while performing Field and Sustainment Maintenance. As an RSC Site lead, you should have all the prementioned documents available for reference and you must know the capabilities of GCSS-Army, and or other Programs of Record such as 4Sight, as these are where active and historical Maintenance and Logistics data is stored and can provide a Site Lead with important maintenance trends and metrics that in turn, can be used to improve operational support and equipment readiness. It is the RSC Site Leads responsibility to assign Section Leads that have demonstrated an ability to manage maintenance repairs and task those repair actions down to the FSRs. RSC Site Leads will develop and maintain Internal and External SOPs of the RSC and the individual functional areas such as the Electronics Shop, Generator Shop, etc.
Maintenance related tasks include:
Review and set shop Priorities that are IAW ACOR guidance.
Develop and review metrics reports, analyze for trends and take action to improve.
Review Weekly Activity Report (WAR) for accuracy.
Review and submit Weekly/Monthly Customer Maintenance Reports.
Conduct Weekly Maintenance/Production Control meeting with Senior Staff and ACOR.
Analyze Maintenance Repair Times using reports generated by GCSS-A. Take action to decrease Turn-Around-times to the customer.
Logistical Management - Logistics on WFS involves the operation of GCSS-A, 4Sight data input, supply management, procurement to include leasing and NSN purchasing through local SSAs, Shipping and Receiving IAW ITAR regulations, Stock, Store and Issue, Inventory Management of ASL, CAP and GFE, Warehouse Operations, RMAs and the disposition of materials as directed by the COR. This listing is not meant to cover every logistic action that a Site Lead must manage and oversee, however, it does cover those reoccurring tasks that have a direct impact on maintenance support and readiness. As with Maintenance operations, our logistical operations primarily follow DoD and Army doctrine which can be found in the DFAR, AR 750-1, AR 735-5, DA PAM 710-2-1 and -2, GCSS-A EUM, WFS Asset Management Guide, and the TMDE and Production Control Policies. Our PMO has many SMEs in these areas and they an asset of yours to achieve a successful Logistical operation so you must use them. They are here to support you.
Logistics related tasks include:
Review and approve Purchase Requests and analyze the time it takes to execute purchases. Take action to improve performance.
Review the transportation tracker in 4Sight and analyze timelines for shipping and receiving of equipment and materials. Take action to improve performance.
Review Travel requests in 4Sight and Concur. Make sure travel is booked IAW the JTR/WFS policies and confirm COR has authorized travel.
Review all GFE and CAP Assets in 4Sight to ensure all have assigned end users and current Hand receipts are signed. Maintain 100% accountability.
Review TMDE to ensure all have current Calibration.
Attend Weekly Logistical meetings with PMO.
Financial Management – The RSCs are funded through the MIPR Process via the Acquisition Center. RSC Site Lead are responsible for multi-million-dollar budgets and therefore Site Leads must track closely all expenditures to ensure funding is properly expended IAW the approved ROM, the Level of Work agreed upon in the CSAs, and the COR approved PRs. In order to perform our mission, we need funding and the workload to go with it. We cannot have one without the other and Off-Charging is not permitted. Off Charging is charging a CTN but instead working another effort.
Financial related tasks include:
Review A008 from PCO and Local real-time CTN balances to establish burn rate and work interruption dates. Determine if RIFs/Furloughs are required.
Review and approve PRs, TARs, ITRs, always ensuring adequate funding is on contract.
Develop and review ROMs.
Review and submit Manhour Report.
Conduct weekly budget meeting with Budget Assistant, Deputy, and COR.
Personnel Management - Our greatest asset is our GDIT employees and the skills they bring to WFS. The care and safety of our workforce is our top priority. Staffing an RSC is the Site Leads responsibility, and they perform the role of Hiring Manager. The Hiring Manager is key to recruiting the necessary candidates with the right skillset to ensure success. RSC Site Leads will open requisitions, schedule, and interview candidates, and develop the Letter of Validation with the Offer Details. Site Leads will work with the GDIT Recruiters from initial contact with candidates until the day they start. At that point, RSC Site Leads are responsible for onboarding the candidate to include the completion of all LMS and government required training prior to perform any work on WFS. The Site Lead will make sure they attend the GDIT benefits briefing and meet all local or host nation requirements. Site Leads are responsible for effectively communicating the employee’s performance which includes GDITs mid-year and end of year performance evaluation. Personnel Management/HR/ER related tasks include:
Review Daily Perstat to ensure 100% accountability.
Review TDY/Travel report to be aware of personnel movement/TDYs.
Review Leave Report, approve leaves, maintain 90% boots on ground.
Review and initiate RIFs/Furloughs if necessary.
Perform Quarterly Manpower analysis to ensure the RSC is right sized to meet mission.
Observe and record employee performance for upcoming evaluations.
Review and confirm all Host Nation requirements are met for each employee.
Perform Hiring Manager Tasks to include opening requisitions, conduct interviews and submit offer details to your Recruiter.
Travel Requirements:
RSC Site Leads are expected to travel to all site locations, CONUS and OCONUS, where our support personnel are located.
The intent of Site Visits are to check on the Health and Welfare of our workforce and ensure contract requirements are being met.
WHAT YOU’LL NEED TO SUCCEED:
Education: Bachelor degree in a related field of study (or equivalent work experience)
Required Experience: 10+ years of related experience in Military Maintenance Operations IAW AR 750-1.
Required Technical Skills: Background in Military automotive and electronics support.
Security Clearance Level: Secret
Ability to pass CRC to deploy
Active US Passport
Preferred Skills: PMP Certification is a plus

The likely salary range for this position is $115,256 - $155,934. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range. Total compensation for international positions varies by tax, social security, and immigration statuses, as well as location. Generally, an international assignment may include allowances, premium uplifts, and/or relocation or transportation benefits, above base salary range noted.
