Summary
This position provides leadership in the organization or functional area and is primarily engaged in management activities that establish the direction of a department, function, or project. The position requires the application of knowledge gained from experience and expertise to the job duties and responsibilities. The position will make decisions in areas that may impact the organization and its employees, clients, budgets, policies, procedures, work practices, or compliance programs.
This position will direct daily operations of the Integrated Logistics Support (ILS) team, whose work is composed of purchasing, subcontract execution and management, shipping and receiving, warehousing, government property management, and transportation. Additionally, this position interacts with other disciplines to ensure effective support to program projects and facilities operations and maintenance (O&M).
Principal Job Duties & Responsibilities
• Manage personnel and provide an environment for the development and professional advancement of staff members, including on-the-job and formal training and development opportunities, and timely performance feedback. Ensure team members have necessary training to complete their duties and work in a safe environment
• Adhere to and support Fluor's Health, Safety & Environmental and Sustainability Policies
• Responsible for the implementation, management, and monitoring of the material management work process and warehouse management client system of record
• Responsible for managing a team who purchase material and services in accordance with Federal Acquisition Regulations and Fluor Acquisition Manual.
• Oversea the administration of Purchase Orders in company system of record, Costpoint and customer system, as needed.
• Responsible for participating in Contractor Purchasing System Reviews, Cost Incurred and Government Property Audits
• Manage the material management activities for designated projects and operations requirements
• Maintain the highest ethical standards of professional responsibility
• Analyze situations, identify and forecast pertinent problems and evaluate realistic options; recommend/implement appropriate course of action throughout the supply chain
• Organize and prioritize a variety of complex projects and multiple tasks in an effective and timely manner, set priorities, and meet critical time deadlines
• Maintain compliance with all applicable policies, procedures, and global standards
• Local travel to attend to business related matters
• Responsible for a multitude of logistics support functions which are related to property management, warehouse management, and logistical operations
• Reviews supply-related data and generate reports to ensure efficiencies
• Provides technical guidance on inventory procedures, excess material, and property management.
• Responsible for briefing the Client on Supply Chain various topics.

Specific Job Duties & Responsibilities
• Responsible for a multitude of Logistics Support functions performed by ILS which are related to Procurement, Subcontract execution and management, Property Management, Procurement, and Transportation.
• Implement the Fluor Safety program as it pertains to logistics operations, overseeing the proper use of the safety program requirements to deliver quality services.
• Provides guidance on inventories procedures, budgeting, excess material, subcontract, and procurement processes.
• Oversees the development and updating of site logistics procedures, requirements, and property accountability control records.
• Strict adherence to the FAR and Fluor’s Acquisition Manual.
• Ensures compliance with established processes, procedures, and systems.
• Responsible for assisting the maintenance and engineering personnel in researching required and obsolete parts.
• Oversees the packaging and crating of all shipments from ILS warehouse and ensures they meet required standards for commercial and/or military transport.
• Back-up for any position assigned to the ILS team.
• Responsible and timely with the submittal of annual Contract Data Requirements List (CDRL) updates, monthly
Program Management Review (PMR) slides, and Weekly Activity Reports (WAR)
• Manage the Procurement and Subcontract teams
• Know and enforce the security requirements of the program
