The Contract Manager is responsible in leading and executing the strategic direction of the functions and develop a robust plan in which these objectives will be achieved. As the Contract Manager, you will lead a team of Contract Administrators, tasked with improving the relationships and continue to add credibility and value to internal and external customers. This position manages the Nevada National Security Site (NNSS) Prime Contract Administration organization and is responsible for overseeing and directing key initiatives within the organization.

Key Responsibilities

  • Serve as the Manager over Prime Contract Management for MSTS reporting to the Director of Supply Chain Management.

  • Use your expertise and acumen in Prime Contract Management to direct a team and drive cross-function teamwork to achieve key metrics.

  • Be a strategic leader by establishing team direction, schedules, and key objectives with a focus on driving excellence among the teams.

  • Must have the ability to directly engage and integrate new processes within the organizational leadership in a dynamic and proactive manner.

  • Lead the administration of the NNSS Prime Contract to ensure the company complies with all requirements.

  • Negotiate modifications to the prime contract, execute agreements with other strategic partner government agencies, and oversee the completion of reports/correspondence/deliverables to the government customer.

  • Collaborate with organizations across the division, MSTS, the Nevada Enterprise, and NNSA.

  • Ability to identify and resolve issues and conflicts within and between various teams

  • Provide sound guidance regarding "Best Practice" methodologies and implement improvements based on commercial standards in the market.

  • Maintain applicable company policies and procedures.

  • Coach and mentor staff.

  • Motivate personnel to assure their success in the execution of their duties.

  • Develop, document, implement, and maintain performance standards and establish performance metrics.

  • Identify key areas of improvement to drive continuous progression in all business metrics and successfully working with Supervisors and Senior Leadership.

  • Evaluate the talent of the organization and make appropriate changes where needed.

  • Drive positive culture change, accountability, and continuous improvement.

  • Conducts strategic and tactical management planning.

  • Act as senior level advisor to peers and management team on issues that affect company performance and business relationships.

  • Manage the Prime Contracts Management team budget and other financial measures.

  • Promote ‘organizational learning’ concepts and provides leadership that encourages continuous improvement

  • Establish clear responsibility and accountability for carrying out requirements.

  • Anticipate risks and assures risks inherent in operations are identified, controlled, or transferred.

  • Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.

Qualifications

  • Bachelor's degree in related field, or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.

  • Bachelor’s degree in Business is preferred.

  • 10+ years of leadership experience in a Supply Chain Management/Prime Contract Management environment.

  • Procurement and prime contract administration experience, preferably in the federal government space.

  • Demonstrated experience to apply the knowledge, skills, abilities, and competencies required to successfully perform the job.

  • Expert knowledge of the Federal Acquisition Regulation (FAR), and experience managing a procurement system based on the FAR.

  • Expert negotiator with extensive experience executing and or administering agreements with both federal and commercial entities.

  • Experience working with the DOORS program, or similar, preferred.

  • Demonstrated skill to establish and maintain strong and effective customer relations and to anticipate change and adjust promptly and effectively.

  • Must possess excellent oral and written communication skills to effectively interface with all levels of the organization and conduct oral presentations to senior managers, committees, or large gatherings as necessary.

  • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.

  • Work schedule will be either 4/10s or 5/8s (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age.     Department of Energy Q Clearance (position will be cleared to this level). Annual salary range for this position is: $ 148,324.80 - 237,328.00.

Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
