County of Montgomery Analyst - Recovery Office in Norristown, Pennsylvania

SUMMARY

Reporting to the Recovery Officer, this position is responsible for a multi-disciplinary scope of work in support of Montgomery County Recovery Office work planning and executing projects that fulfill the purpose of various recovery funding programs. The incumbent will be tasked with analytical, administrative, and / or logistical jobs that directly inform and enable the Recovery Office's successful pursuit of its fundamental mission: to create and follow an inclusive, objective, collaborative, and transparent process to identify and select initiatives to fund and to ensure those funds are managed responsibly. Analysts will conduct research, organize and analyze collected data, create, use, and refine communication tools, manage document drafting, ask and pursue answers to questions meant to fully vet project ideas, and process payments, contracts, and regulatory requirements following administrative procedures. Experience with and comfort adapting to changing requirements and directives is critical for successful candidates, as is a willingness to "lean forward" into evolving parameters to help establish cohesive programs. Individuals possessing work experience including any combination of analytical, administrative, legal, logistical, financial, and / or program management responsibilities are encouraged to apply.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Participate as principal staff resource in the acceptance, consideration, analysis, and refinement of notional project ideas, providing the information and analysis that enables final decisions as to whether to pursue individual recovery funded projects;
    • With direction, independently pursue information and data related to conceptual ideas for recovery-funded project proposals;
    • Compile gathered data into succinct and clear reports following standard templates using current software and presentation tools.
  • Communicate with a wide variety of stakeholders and guidance entities, accepting input and providing updates;
  • With direction, become fluent with pertinent grant funding policies and procedures to assist multiple County offices with compliance;
  • Organize and manage regulatory processes related to federal, state, and municipal review and approval processes;
  • Identify, examine, and make recommendations for new technological systems to help improve efficiency for various processes;

``` - With input from managers, identify, learn, engage in, execute, and help refine processing procedures for funding management, contracts, invoicing, communications / reporting, and schedule management;

``` - Review, edit, and process contract documents across supplies, consultants, and contractors utilizing industry standard methods and vehicles.

QUALIFICATION REQUIREMENTS

  • Bachelor's degree required; advanced degree preferred;
  • Analytical experience required; required willingness to engage in closely examining ideas, best practices, inefficiencies, available tools and resources;
    • Any combination of prior experience in data, program, and / or financial analysis, business process analysis, legal document review / authoring, project management, strongly preferred.
  • Excellent written and oral communication skills;
    • Bi-lingual (English / Spanish) preferred.
  • Computer literacy, including MS Office Suite required; advanced systems, database, cloud-based software experience preferred;
    • Advanced level capability with spreadsheets (Excel, Google Sheets, etc) required;
    • Graphics and communication system (Adobe suite, web editing, etc.) experie ce preferred;
    • Team / Project management platform (Slack, Teams, Asana, Atlassian, etc.) experience a plus 
  • Ability to interact constructively with wide variety of internal and external personnel.
  • Willingness to learn independently and ask questions; enthusiasm for engaging in new unfamiliar tasks;
  • Flexibility with respect to changing assignments and ability to prioritize and remain organized essential.
