SOLUTE Careers Senior Program Analyst - Knowledge Management Support in Norfolk, Virginia

Sigma Defense is seeking someone with extensive experience in Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures to support Commander, U.S. Fleet Forces Command (USFFC) as a Senior Program Analyst - Knowledge Management Support in Norfolk, VA.      

The ideal candidate is a Program Analysts who has experience at the senior level including supervisory experience. Program Analysts review program-specific data, evaluate program plans/changes and assist in the preparation of documents with various senior levels, civilian and military stakeholders. They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.

Program Analysts utilize time and GFE to accomplish their tasks successfully and promote program efficiencies.

The following capabilities are typical of support tasks: equivalent of event planners, trainers, response cell, data collection, and assessment; after action reporting, policy analysts, instructors (i.e. journeyman instructor), courseware and doctrine developers; and scenario developers, and event execution support staff. They are subject matter experts in their fields of expertise.

This is a contingent position that is pending award of contract. This means that the position is subject to the successful awarding of a contract and will be confirmed once the contract is finalized. The candidate selected for this role will be offered the position on the condition that the contract is awarded to our organization.

Requirements

Minimum of 8 years of experience in the following if degree is held, or 10 years of experience if no degree:

  • Subject matter expert for respective task requirements (e.g. Academics, Warfare Area(s), Program or Policy support).

  • Navy and/or Defense training operations, policy, doctrine, systems, and staff procedures.

  • Managing/ prioritizing large, complex projects involving numerous stakeholders.

  • Team and/or project leader.

  • Leading working groups and cross functional teams.

  • Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.

  • Engaging Senior Staff at the Flag Officer/Director/Manager level.

  • Conducting fleet training analysis/assessment to identify gaps, training needs and solutions.

Education Requirements:

  • Bachelor's Degree from an accredited college or university in an unspecified field of study.

  • 10 years of experience is required if no degree is held. A Bachelor's degree is two additional years Resource Band experience.

Personnel Clearance Level:

  • Candidate must possess or have the ability to obtain an active, DoD-issued Secret security clearance.

  • A clearance will be sponsored for the right candidate.

Essential Job Duties (not all-inclusive):

Support Tasks:

  • Administer the ATG Level of Knowledge (LOK) database.

  • Administer, manage, and update the ATGL website, including management of the ATG “Toolbox” ensuring that surface ships, ISICs and TYCOMs have access to ULT guidance.

  • Coordinate, conduct, and standardize training in support of ATG LOK program.

  • Provide metrics and analysis of data from the LOK program to identify focus areas for ULT. and to validate the currency/relevance of the question banks in accordance with warfare area technical and tactical guidance.

  • Provide support for cloud-based LOK program.

  • Coordinate with ATGL N6 representatives to address Information Assurance (IA) vulnerabilities and other issues that may preclude completion of tasking above.

  • Coordinate with SMEs to ensure documents supporting ULT are uploaded to the ATG “Toolbox” with the latest revisions in a timely manner in support of ATG MAAR guidelines.

Salary Range: $80,000 - $100,000 annually.
