Description

The Norfolk Police Department is excited to announce an opportunity for a skilled, DCJS Law Enforcement certified individual to join our team as a part-time police officer. We are seeking experienced and highly motivated candidates who are eager to contribute to our mission of ensuring safety and security on the waterways of Norfolk, Virginia, and surrounding jurisdictions as needed.

This position plays a critical role in but not limited to, conducting search and rescue operations, enforcing boating laws, responding to calls for service, investigating criminal activities, and providing counter-terrorism patrols for high value maritime assets.

Essential Functions

Essential functions include, but are not limited to:

  • Conducts search and rescue operations.

  • Enforce boating safety laws.

  • Respond to emergency calls.

  • Investigate boating accidents and criminal activity.

  • Provide counter-terrorism patrols to our military installations, shipyards, nuclear power plants, and other high-value maritime assets.

  • Assists in prosecution of offenders by preparing cases, testifying in court, and maintaining knowledge of state, local and federal laws.

  • Maintains administrative requirements.

  • Proficiently and properly operates required equipment.

Education/Experience

Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.

  • Certified police officer in the Commonwealth of Virginia for a municipal, county, and/or state law enforcement agency. Must be currently employed as a certified police officer or separated as a certified police officer no more than twenty-four (24) months.

  • Three (3) years of consecutive active service as a certified police officer in another state of the United States for a municipal, county, and/or state law enforcement agency. Must be currently employed as a certified police officer or separated as a certified police officer no more than twenty-four (24) months.

    Knowledge and experience of Public Safety Marine Operations to include:

  • Boat operations and basic maintenance requirements.

  • Navigation.

  • Marine radio communications.

  • Port Security.

  • Marine Search and Rescue.

  • Towing and trailering heavy equipment.

  • Public Safety Diving or equivalent.

    Additional

  • Ability to work as a member and contribute to a high functioning team.

  • Ability to work various shifts and hours as operational or training requirements dictate.

  • Preferred Maritime Qualifications but not required:

  • National Association of State Boating Law Administrators ( NASBLA)

Times Vary, 20 hours/week not to exceed 1040 hours annually

Intermittent\Retiree Part-time Employees:

Intermittent\Retiree part-time employees will work no more than 1040 hours in a twelve (12) month period of time. The hours are flexible and based on the department's operation's needs. This position is not eligible for benefits.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
