Description
SAIC is looking for a qualified individual to fill the role of Fleet Experimentation Analyst to support the Naval Warfare Development Center, Norfolk, Virginia.
JOB DESCRIPTION:
The candidate will work as an integral part of the Navy Warfare Development Center (NWDC) N8 Experimentation Directorate and provide planning, coordination, and facilitation of experiments/events conducted as part of the Fleet Experimentation (FLEX) Program and other DOD/DON experiments managed by NWDC. NWDC’s objective is to employ teams of expert personnel capable of planning and executing FLEX events while objectively collecting and analyzing data to develop findings and actionable recommendations to drive capability development, investment, and transition outcomes.
JOB RESPONSIBILITIES:
This effort includes supporting NWDC in planning, designing, executing, analyzing and reporting on FLEX efforts.
The candidate will support FLEX efforts in the following areas:
Experiment baseline assessment development
Initiative development
Event design and execution
Data collection and analysis planning
Post-experiment analysis and reporting development
General support for all experiment administrative requirements linked to the execution of the event/initiative
Qualifications
REQUIRED EDUCATION AND EXPERIENCE:
Bachelor's degree in Operations Research and ten (10) years of recent experience; four (4) additional years of experience in operations research accepted in lieu of degree
Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience
Demonstrated understanding of naval warfare principles
Qualified candidates must have fleet operating, planning, and exercise experience
Must be proficient in MS Office applications and have advanced writing skills. Candidate will draft and deliver reports for senior officers and executive civilians
Must be able to work in a team and individual environment
Travel may be required
REQUIRED CLEARANCE:
- Must have TS security clearance and with SCI access
DESIRED QUALIFICATIONS:
Former or retired Naval officer with operational experience – air, surface, subsurface
Numbered Fleet experience desired
Master’s degree preferred with 8 or more years’ relevant experience
Advanced knowledge or experience with unmanned systems (UxS), intelligence, surveillance, reconnaissance (ISR) systems, fires, or naval weapons systems preferred
DESIRED CANDIDATE CHARACTERISTICS:
Ability to utilize statistical analysis, simulations, predictive modeling, or other methods to analyze information and recommend practical solutions.
Conduct rigorous analysis and evaluation of concept development, including examination of various proposals/positions or tests.
Provide primary analysis support for fleet experiments including war games, tabletop analysis, Fleet Battle Experiments, fleet exercises and experiments, Limited Objective Experiments (LOEs) and joint warfare experiments.
Develop the best methods/approaches to establish underlying data relationships based on experiment objectives.
Assist in the development of experiment objectives, plans, and recommended courses of action throughout the lifecycle of the experiment.
Fully participate in all phases of experiments including assisting in the execution of the Initial Planning Conference, Main Planning Conference, Final Planning Conference, Execution, and Post Execution activities.
Assist in the KM of experiments using government provided portals or websites for event, initiative and analysis document development.
Possess strong writing skills enabling preparation of briefs, white papers and other documentation related to Navy experimentation at the Flag Level.
Provide technical and tactical subject matter expertise to NWDC government and contractor leads for experimentation events/initiatives.
Conduct coordination with principal stakeholders of FLEX efforts.
Assist and advise in aligning and coordinating experimentation initiatives with Fleet events and venues.
Develop or assist in the development of the data collection and analysis plan and experiment plan.
Conduct experimentation event/initiative planning, design, and execution.
Produce post-experiment briefings and support.
Develop final experiment reports based on analytical rigor.
Develop post-experiment doctrine, organization, training, materiel, leadership and education, personnel, facilities, and policy (DOTMLPF-P) recommendations.
