Description
The City of Norfolk Department of Utilities is seeking a qualified candidate for a Management Analyst I position with our Engineering & Technology Division. This person will perform financial duties, program management, administrative duties and special projects related to the Division’s (water and sewer) customer service. Specifically, this person communicates with customers, review permits and source documents, process payments, perform file management, and be involved in process improvements.
Essential Functions
Essential functions include but are not limited to:
Be responsible for the Division’s customer service program and review annually the process and procedures.
Assist new and existing customers by effective communications in person, on the telephone, through email, or by regular mail to determine what water and sewer services are needed.
Provide superior customer service and effective conflict resolution by understanding and executing Utilities’ polices or procedures.
Evaluate customers’ service needs arising from new builds on vacant lots, demolitions, rebuilds, separation of services, irrigation meter installs, and meter relocations.
Coordinate with the Department of Planning and Department of Utilities’ Engineering staff to ensure that appropriate prerequisite customer approvals have been completed for permit applications, site plan and direct submittals.
Research and review existing records (AGOL, NorthStar, Norfolk AIR, & UBIS) to determine the applicability of service fees.
Inform customers of applicable Utilities connection fees and inspection fees, and Hampton Roads Sanitation District (HRSD) facility charges.
Accept and process payments for fees and facility charges and provide receipt.
Disburse payments to Utilities’ Accounting & Budget Division and HRSD as well as perform end of day balancing procedures for all processed payments.
Coordinate with Utilities’ Water Distribution Division and Wastewater Collection Division for applicable installation services and Utilities’ Engineering and Technology Division for required construction inspections.
Other duties may include logging, tracking, and following up on as-builts related to customer service-related work.
Education/Experience
Work requires broad knowledge in a professional business field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
Two years' experience in data analysis or related field, or an equivalent combination of education and experience.
Additional Information & Requirements
Work Hours: Monday - Friday; 8:00 a.m. to 5:00 p.m.
Work Location: 500 E. Main Street, 7th Floor, Norfolk, VA 23510
This position is eligible for a one-time $5,000 signing bonus.
This position is designated as an 'Essential' position and you may be required to work extended, rotating, on call, nights, weekends, and/or holidays in response to emergencies or severe weather.
Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
