The City of Norfolk’s Parking Division is an enterprise fund, which falls under the Department of General Services. The Parking Division operates over 19,000 public spaces located in 14 garages, 10 lots and more than 500 on street spaces.

Supervises personnel and operations. Maintains facilities. Performs installation and repair of structures. Cleans basins. Installs and repairs fire hydrants, water lines and valves, and wastewater and storm water collection system structures. Performs and directs street maintenance to include asphalt/concrete repairs and operation of construction equipment. Performs other duties as required.

Essential Functions

  • Supervises general cleaning of the interior and exterior of parking facilities to include sweeping/mopping stairwells and handrails, elevator floors and landings, polishing chrome in elevators and washing windows.

  • Inspects facilities and assigns staff to make repairs.

  • Supervises the removal of garbage and debris from trash cans and on deck or parking lot surfaces.

  • Performs maintenance and repairs in parking facilities to include drains, locks, deadbolts, and concrete repairs.

  • Assists the Painter with painting and striping parking spaces, bumper logs, office areas, doors, curbs, etc.

  • Supervises staff facility offices which may include assembling and repairing office equipment, general cleaning and upkeep of offices and restrooms.

  • Assists with set up and support for large/small seasonal special events.

  • During inclement weather, performs emergency maintenance of snow and ice removal, pre-treating ramps, decks, entrance/exit lanes and sidewalks.

  • Installs and removes on-street parking meters and meter poles.

  • Supervises staff that sweep and scrub parking facilities with equipment and ensures that this equipment has regular preventative maintenance.

  • Supervises staff who utilize power washing equipment and to properly dispose of water.

  • Work with vendors and suppliers for information on quotes, purchases, supplies, or products.

Education/Experience

Work requires knowledge necessary to understand basic operational, or technical processes. Level of knowledge equivalent to four years of high school or equivalency.

Required:

  • Two years of experience.

Additional Information & Requirements

  • Valid Driver's License required.

  • Certification in a vocational trade(s) is preferred but not required

Work Schedule:

  • Monday - Friday, 12:00AM - 8:30AM

  • 40 hours per week

  • Occasional overtime

  • Scheduled rotation

  • Rotation as needed

    Signing Bonus: This position is eligible for a one-time $5,000 signing bonus.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
