Description

The City of Norfolk’s CivicLab is a dynamic team that harnesses the power of data, AI, research, and communication to drive innovation in city services. Our goals are to promote data-informed decision-making, enhance efficiency through data insights and process improvement, and increase transparency by publishing city data. As embedded consultants inside the city for data analytics, AI technology, and process improvement, we develop partnerships across each city department and with external stakeholders to tackle Norfolk’s most pressing challenges. Norfolk is a gold certified member of the What Works Cities (https://whatworkscities.bloomberg.org/) network, an initiative designed to encourage cities to use data and evidence in decision making; we are currently pursuing the platinum certification.

Essential Functions

Essential functions include but are not limited to:

Lead Citywide Data and AI Committees: Provide organizational, policy, and technical leadership on key citywide committees, including:

  • The Data Leadership Committee (DLC), which oversees data governance and the publication of open data.

  • The AI Task Force, responsible for developing AI governance and organizational AI adoption strategies.

  • Data Champions, an open group of staff from across the city who meet to present key projects and share technical and other innovative ideas.

    Oversee Analytics Projects: Manage and guide analytics projects, both small and large:

  • Provide expertise in data modeling, requirements gathering, analysis, statistics, and code reviews.

  • Understand the development of reports, dashboards, visualizations, and websites to share findings.

  • Support all departments with data analytics, including providing data and analysis to support the development of the city’s annual operating and capital budgets.

  • Communicate with senior city leadership and councilmembers on the status of projects of interest.

    Oversee Public Engagement Initiatives:

  • Promote transparency and public access to city data through the publication of dozens of data sets, dashboards, and data stories on our Open Data Portal.

  • Oversee and promote the annual Hampton Roads Datathon.

  • Conduct various public presentations and address questions from the community.

Enhance the City’s Data Infrastructure: Improve and modernize the city’s data systems:

  • Enhance the availability and accessibility of open data resources.

  • Assist with the adoption and use of analytics platforms such as Microsoft Power BI and ESRI ArcGIS.

  • Design and implement AI technology within existing data infrastructure.

Support a Diverse Team: Manage and guide a team with diverse skill sets and backgrounds, including data science, data management, research, statistics, Agile, and communications.

Facilitate Training Programs

  • Agile Academy: Promote the use of agile practices across the city.

  • DCP (Data Certification Program): Provide in-depth data analytics training to qualified staff.

Adopt Emerging Technologies: Stay current with emerging technologies in data science, machine learning, and AI to identify the best opportunities for improvements and innovations to city services.

Monitor Data Resources: Track important federal, state, and other data resources, identifying ways to leverage data to enhance city services.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.

Five years progressively responsible professional project, program and staff management experience. Requires at least two years of supervisory experience.

Additional Information & Requirements

The ideal candidate possesses:

  • Knowledge of the principles and practices of public administration as well as project and program planning and evaluation.

  • Excellent communication skills, both written and verbal; ability to address a variety of audiences, including elected officials.

  • The ability to create and maintain effective working relationships, and resourcefulness to work with a variety of

  • stakeholders including employees, contractors, professional contacts, city leadership, elected officials, and residents.

  • Excellent team building and leadership skills; possess the initiative and ability to overcome obstacles and move projects forward.

  • Proficiency in the use of Microsoft Suite products and ability to learn other data tools and systems.

Work Location: 810 Union Street, Norfolk, VA 23510

Work Schedule: Monday through Friday, 8:30am-5:00pm

Signing Bonus : This position is eligible for a one-time $5,000 signing bonus. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.

  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

    If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

    If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
