Desired qualities for the Medicaid Technology RFP Manager include demonstrated ability to perform well under pressure, have a can-do attitude and willing to solve difficult problems, strong command of the English language, both oral and written, and the commitment and willingness to help grow our business. Ideal candidate would have an excellent understanding and working knowledge of information technology and Medicaid. The position will report to the Director of Administration, Communication and RFP Responses in CIO Administration. Should have demonstrated experience responding to multiple proposals, sometimes simultaneously.

  • Manage Request for Proposal (RFP) process for the Information Technology organization.

  • Manage and develop Information Technology RFP schedule, outlines, kickoffs, and reviews.

  • Author technically compliant, compelling, and competitive proposals and responses to RFPs.

  • Work within developed proposal outlines, assignment matrices, and proposal schedule to write technology sections as appropriate.

  • Maintain technology proposal content library and related documentation to include past responses and other content to support future proposal efforts as well as performing regular process to update standard content working with technology Subject Matter Experts (SMEs).

  • Generate reports and communicate status to the executive teams.

  • Analyze feedback from scoring and other input for lessons learned to incorporate in future proposals.

Qualifications / Education:

  • Seven to ten (7 – 10) years of experience in proposal development writing in government-sponsored health care and/or Medicaid managed care industry.

  • Ability to quickly grasp complex technical concepts and make them easily understandable in text and diagrams.

  • Ability to work independently and cross-functionally to drive progress on RFP responses.

  • Excellent written and oral skills.

  • Strong working knowledge of Microsoft Office.

  • Working experience and understanding of healthcare technology.

  • Bachelor’s Degree with degree in Computer Science, Engineering or equivalent preferred.
