Summary This position is located at the Department of Veterans Affairs , VA Medical Center Newington Connecticut Campus, in the Facility Management Service Line. Incumbent should have a well-rounded knowledge of the Boiler/Chiller Plant and will be responsible as the Lead Boiler Plant Operator. The incumbent will Lead any or all of the assigned employees for any specified time frame, dependent upon the type of construction projects to be accomplished. Responsibilities The incumbent is a Working Leader who leads the following employees in performing work, which is typical of the Trades and Labor occupations listed below. 6-Boiler Plant Operators WG-5402-11 - Newington 4-Utility Systems Repair Operators WG-4742-11 Newington Duties listed: Incumbent is responsible to schedule all training for shop employees and to maintain individual training records for assigned employees according to policy and procedures. Incumbent will maintain and provide a current training and leave roster to the Boiler Plant Supervisor. Leave requests must be coordinated with employees to avoid disruption in work conditions. Incumbent will make recommendations as to approval of leave on an individual and schedules basis to the supervisor. Incumbent is required to have Contracting Officer's Representative (COR) training and certification to assist in creating/updating service and preventive maintenance contracts. Assist in the developing of Statement of Work(SOW), Market Research and Sole Source Justifications for these contracts. Incumbent works closely with all new installations, in-house projects, inspection and review of project blueprints, inspection of contractor submittals, and review of new equipment and material submitted by vendors. Incumbent is responsible for the Preventive Maintenance Program to include all associated equipment; routine- tasks which include checking inventory of shop supplies and materials to ensure that proper quantity is on hand at all times; ordering needed equipment, parts and supplies to complete repairs; assigning work orders; inspection of equipment, equipment rooms, work areas, cleanliness and safety. Construction activities include planning methods. and materials to be used; determining manpower requirements; directing work activities. Incumbent assists with the maintaining and inventory of the Equipment Inventory Listings(EIL's). Incumbent will assume responsibilities as assigned during those periods when the Boiler Plant Supervisor is not present (available) or on duty. Incumbent will assume additional responsibilities and duties as Shop or Medical Center needs dictate or at the discretion of the Supervisor or FMS Management. Incumbent must be willing to work odd hours, if required, including but not limited to weekend and shift work, as well as snow removal duties when necessary. Incumbent is knowledgeable of and ensures-that all applicable regulatory procedures, practices and standards are maintained according to policy. Incumbent is responsible for reporting defective tools and equipment to' supervisor for necessary repairs. Incumbent operates equipment properly so that repairs are kept to a minimum. Physical Requirements/Working Conditions: Incumbent must be physically able to do a considerable amount of walking, standing, climbing ladders and stairs, crawling inside of tight spaces such as boilers, and heavy lifting. Must be able to work in bent, prone or crouched positions; must have good or corrected eye sight for observing water columns and gauges; must have good hearing for detecting noises that would indicate trouble with boilers, A/C chiller and auxiliary equipment.
