Summary:

We are currently looking for a Deputy Chief Logistics & Proc. Excellence Officer to join our team who can generate and implement strategies to move Procurement & Logisitics to Best-in-Class!

Roles and Responsibilities:

  • Oversees the Logistics division & Procurement support & Compliance divisions of the department

  • Responsible for materials purchasing, logistics/supply chain needs and strategies, and all other material planning and logistics activities.

  • Lead strategic initiatives that enable the Department’s development to Best-in Class.

  • Stands in for the Chief when needed for all Procurement & Logistics related Board activities from initial reviews through final approval, including all protests and appeals.

  • Supplier Relationship & Market Place Management - Partners with the Office of Business Development to ensure that Disadvantaged Business Enterprise goals are met on Federally funded procurements and Small Business Enterprise goals are met on State funded procurements. Advises the Agency and the contracting community of policies and procedures, schedules and activities to ensure that the business community is treated fairly and openly to enhance competition for NJ TRANSIT contracts.

  • Closely follows evolving procurement, socioeconomic, financial, labor, environmental, ethical and other regulatory requirements, and advises the Chief on appropriate measure that are needed to adjust NJ TRANSIT in preparation for any associated commercial risks.

  • Compliance - Assures that all Department business activities are compliant with local, state, and federal statutes, grant requirements, and corporate polices and corporate bylaws; specifically, ensuring that all activities and solicitations conform to requirements and best practices established by the State of New Jersey and federal/state granting and oversight agencies.

  • Within the framework of the direction of the Chief, oversees the development and implementation of standard procurement tools, systems, templates, documents, processes (including Supplier Relationship/Vendor Management Programs), and associated training to ensure compliance with federal and other oversight, and to drive efficiency and transparency.

  • Systems of Record - Ensures that all work is properly executed within the established Systems of Record, or, where manual processes are employed, properly maintains documents in conformance with document control policies.

  • Champions the use of current systems and the development and deployment of new systems.

  • Training - Implements the training curriculum and professional development program as established by the Chief for the Department.

  • Directs Development Plans, Goals, and Rated Accomplishments for a under Deputy’s purview.

  • Leadership - Champions and engages in staff coaching, mentoring, advising, career development, and succession planning.

  • Collaborates across NJ TRANSIT, with peer agencies and with regulators to continuously improve the Procurement & Logistics Department and NJ TRANSIT.

  • Champions the Department’s drive towards a Best-in Class Procurement & Logistics Department.

  • Plans, assigns, tracks, reports on team activities with the end result being professional, transparent, efficient execution of duties.

  • Sets a professional and collegial tone and champions a problem-solving approach to internal client relationships

  • Cultivates relationships with customers and other departments on their procurements with the objective of driving transparency and efficiency.

  • Considers and promotes strategic solutions to create efficiencies and greatest value for NJTRANSIT and promotes DBE considerations in such Strategies.

  • Advises the Chief on general administration activities necessary for:

  • document control

  • organizational design

  • staff development and management

  • budget preparation and analysis

This position Supervises:

  • Sr. Directors - Procurement & Logisitics

  • Directors - Procurement & Logisitics

Education, Experience, and Qualifications:

  • A Masters degree in relevant field, Professional Engineering licensure or Law license preferred.

  • Demonstrated experience managing a team of procurement professionals.

  • Government sector experience preferred but not required

  • Experience managing and leading a large team required.

Knowledge and Skills:

  • Material Basis – As this role centers on procurement for the largest state-wide transit concern in the country, a basic understanding of the root business fundamentals is required. This may include but should not be limited to an understanding of heavy rolling stock (bus or rail) operation and purpose, basic understanding of heavy civil improvement projects, and a basic understanding of global supply chain logistics and challenges in the modern world. This is in addition to a comprehensive understanding of federal level procurement regulations, practices, and oversight requirements.

  • Technology

  • Must understand the concept and application of proper business systems such as: procurement platforms, office suites, collaboration tools, ERP (Enterprise Resource Planning) systems, project management systems, document management, time management and HR systems, and others.

  • Communication

  • Must be able to perform and encourage active listening as a leader and have excellent written and verbal communication skills.

  • Must be able to plan, develop, and deliver executive and board level presentations.

  • Leadership

  • A demonstrated track record of interacting with executive leadership and managing other professionals is required.

  • A demonstrated track record of developing and implementing strategic solutions that advance enterprise interests.

  • A demonstrated track record of identifying the needs of organizations and developing and implementing the required corrective actions.

  • Procurement

  • Must be able to use KPIs to optimize processes and organizations.

  • Must have experience with scheduling and cost analysis for complex projects.

  • Must have experience with Strategic Sourcing and Supplier Relationship Management.

  • Must be proficient in contract writing and negotiations.

  • Must understand the regulatory and statutory basis for public procurements.
