JOB TITLE : Senior Operations Analyst – Pension

SALARY RANGE : $49,562- $78,473

DEPT/DIV : MTA Consolidated Pensions

SUPERVISOR : Manager, Pension

LOCATION : 2 Broadway New York, NY 10004

HOURS OF WORK : 8:00 am - 5:00 pm (8 hours/day)

DEADLINE : Until Filled

SUMMARY :

The purpose of this position is to administer the provisions of the MTA Defined Benefit Pension Plan (“DB Plan”). The Senior Operations Analyst –Pension must possess a thorough knowledge of all DB Plan articles, and utilize that knowledge to accurately process pension estimates, interim pension payments, final pension payments, disability pension estimates and pension; death benefits; refund of contributions; Qualified Domestic Relations Orders (“QDROs”), and offsets to the DB Plan. Coach Operations Analysts – Pension team members and provide guidance on application of DB Plan document(s) on more complex processes and procedures.

RESPONSIBILITIES :

Operations

  • Gather, analyze, and perform estimates and calculations in both PeopleSoft pension module, and on spreadsheet applications.

  • Perform calculations on complex retirement issues.

  • Review applications from DB Plan members to assure properly completed.

  • Gather forms and track status.

  • Utilize PeopleSoft pension module to access member information and to project pension estimates and calculate retirement allowances. Retrieve and review scanned documents and forms relevant to administration of the DB Plan.

  • Participate in pension counseling and off-site pension seminars.

  • Respond to COE service requests as assigned.

  • Provide excellent customer service by responding to member inquiries as to pension benefits, J&S option impact, pension offsets. Integrate with colleagues throughout COE and agency wide to resolve intermediate issues for the benefit of members.

  • Perform / support cyclical processing and period end activities.

  • Comply with MTA and COE policies, practices, and procedures.

  • Suggest updates to the Pension Standard Operations Procedures Manual , Plan Articles, Summary Plan Document to the appropriate pension unit.

  • Support project activities including requirement gathering for functional design and configuration, testing, training, design, development and delivery, and post production support.

  • Complete filing and reviewing of pension documents and paperwork as assigned.

  • Complete all assignments as delegated.

  • Complete other tasks as assigned.

    Individual and Team Responsibilities

  • Understand the MTA and COE's vision including how individual responsibilities fit into the long-term strategies.

  • Manage individual assignments and expectations. Assist with prioritizing team assignments.

  • Maintain appropriate level of process, functional and technical knowledge and participate in training to continue to develop such knowledge.

  • Mentor, coach and support other team members as appropriate.

    Service Management

  • Ensure that all assignments are completed accurately, with the highest quality and within agreed-to Service Level Agreement guidelines and Key Performance Indicator targets.

  • Identify and recommend to supervisor/manager areas for which improvement could be realized.

  • Participate in user groups as necessary.

  • Identify, document and review input to knowledge management tool.

    KNOWLEDGE, SKILLS, AND ABILITIES

    REQUIRED

  • Possess thorough knowledge of MTA DB Pension Plan Articles

  • Analytical skills.

  • Mathematical Skills.

  • Ability to work with, train and coach other team members.

  • Working knowledge and use of PeopleSoft or related database software.

  • Ability to process calculations and pensions assignments with minimal supervision.

  • Ability to prioritize problems and promptly resolve or escalate when necessary.

  • Strong oral and written communication skills.

  • Strong interpersonal skills with the ability to work with and collaborate throughout the COE at all levels within and outside the organization.

  • Strong time management skills and ability to manage individual assignments.

  • Strong attention to detail.

  • Ability to handle sensitive situations and maintain a high degree of confidentiality.

    PREFERRED

  • Familiarity with performance metrics and ability to meet identified targets.

  • Working knowledge and use of office productivity tools (e.g., GroupWise, MS Office applications)

    EDUCATION AND EXPERIENCE :

    REQUIRED

  • High School Diploma or GED

  • Minimum 3-5 years of experience in processing pension calculations in a defined benefit public pension plan.

  • A Master’s Degree will be recognized for 1-2 years of defined benefit pension plan experience

    PREFERRED

  • Bachelor’s degree and relevant experience in business or a related field. Shared Services experience.

  • Notary License or Commissioner of Deeds.
