LOCATION : 2 Broadway New York, NY 10004

HOURS OF WORK : 9:00 am - 5:30 pm (7 1/2 hours/day)

DEADLINE : Until Filled

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :

The Senior Director of HR Data Governance is a pivotal leader within the HR Operations and Analytics organization responsible for setting and upholding HR data standards, managing data governance protocols, and ensuring robust data security around appropriate user access to read HR data across all Human Resource Information Systems (HRIS). This role is instrumental in shaping and directing the organization’s HR data management practices. It involves rigorous oversight of data standards and governance processes to achieve full compliance with data security requirements within the HRIS framework. The primary goal is to enhance decision-making through reliable data, improve data accuracy, and protect sensitive information, thereby boosting organizational effectiveness and meeting international data protection standards.

A significant focus for the Senior Director is the agency-wide standardization of HR Job Codes and Action Reason Codes. This effort is directed at improving data quality and establishing uniform processes, which are crucial for consistent data management and reporting. By standardizing these codes, the organization will streamline internal operations and enhance its data analysis capabilities, leading to more effective workforce planning and management.

RESPONSIBILITIES :

Strategic Data Governance Oversight:

  • Spearhead the development and enforcement of an extensive HR data governance framework, covering aspects of data integrity, privacy, and usage to align with the organization's strategic objectives.

  • Establish and maintain governance structures and processes that ensure effective data management and strategic alignment across all departments.

    Data Quality Management:

  • Direct the implementation of initiatives aimed at sustaining high data quality throughout HR systems, including regular data cleansing, auditing, and validation to assure data accuracy and consistency.

  • Develop metrics and monitoring systems to track data quality improvements and identify areas needing attention.

    Data Security and Compliance:

  • Collaborate with IT Security to formulate and uphold stringent data security protocols to prevent unauthorized data access and breaches, ensuring organizational compliance with MTA IT Cyber security protocols.

  • Regularly review and update security measures in response to new threats and compliance requirements.

    Leadership and Team Development:

  • Lead, mentor, and build the capacity of the data governance team, promoting an environment conducive to professional growth and high performance.

  • Set clear performance metrics and development goals for team members, providing regular feedback and career development opportunities.

    Cross-Functional Collaboration:

  • Facilitate collaboration between HR, IT, legal, and compliance departments to integrate HR data governance with corporate-wide data management strategies.

  • Lead multidisciplinary projects to tackle complex data-related challenges and drive innovative solutions that enhance organizational capabilities.

    Change Management and Stakeholder Engagement:

  • Manage change processes associated with data governance initiatives to ensure smooth implementation and adoption with minimal resistance.

  • Engage with key stakeholders across the organization to communicate the strategic importance of robust data governance, securing their support and collaboration.

    Advanced Analytics and Reporting:

  • Leverage advanced analytics to generate strategic insights and detailed reports that measure data accuracy and precision, completeness, and data cleansing opportunities.

  • Ensure that analytics and reporting capabilities are continually improved and aligned with business needs.

    Regulatory Monitoring and Compliance Adjustment:

  • Continuously monitor and audit HR data entry practices that impact data governance and adjust policies and practices to maintain compliance and data integrity.

  • Educate and train the organization on relevant and poor practices that affect HR data usage and quality.

    System Integration and Optimization:

  • Oversee the integration of HR data governance practices into existing corporate systems and platforms to enhance data accessibility and utility.

  • Evaluate and optimize the technological frameworks supporting HR data operations to ensure they meet current and future needs.

    Innovation and Technology Adoption:

  • Identify and integrate cutting-edge technologies and methodologies to enhance the data governance landscape.

  • Champion the exploration and adoption of new tools that facilitate better data management and governance, such as machine learning and artificial intelligence capabilities.

    EDUCATION AND EXPERIENCE :

    REQUIRED:

  • Bachelor’s degree in information technology management, Data Science, Business Administration, Human Resources, Statistics, or a related field from an accredited college or an equivalent combination of education and experience.

  • Minimum of 12 years of experience in data governance, analytics, HRIS data management or a related field, with at least 5 years in a senior management role.

  • Expert knowledge of data privacy laws and best practices in data management.

  • Strong project management skills and experience leading cross-functional teams.

  • Excellent problem-solving, analytical, and communication skills.

  • Well-versed in best practices for data management and governance. This includes skills in data quality management, data security measures, and the development of policies for data usage and storage.

  • Knowledge of Data Modeling practices.

  • Minimum of 6 years of experience with SQL coding

    PREFERRED:

  • Master’s degree in Data Science.

  • Experience with Python and/or R.

  • Certifications in data governance, such as CIMP or CDMP.

  • Experience with cloud based HRIS platforms and advanced data analytics tools.
