Minimum Qualifications Education Level required: bachelor’s degree, master’s degree in relevant field preferred.Relevant experience required: 10+ years’ experience. Preferably managing public finance within public and private sectors, municipal public/private banking experience, experience with fixed and variable rate instruments and applicable derivative products.Knowledge required: Excellent organizational skills, communications skills, leadership skills, management skills, Excel and Analytical skills, understanding of principles related to economics and finance, expertise in municipal debt and financial derivatives.
Duties Description Applicants MUST submit a cover letter with resume to be considered.Position expected to work onsite and hybrid consistent with New York State.BASIC FUNCTION: Provide thought leadership on strategic finance priorities; Work with Treasury to manage conduit bond issuance and related activities, to ensure optimal structure, complete documentation and execution. Prepare and deliver presentations to the Board for approval of required debt programs and related activities.WORK PERFORMED:· Work with the CFO on finance and agency priorities;· Develop and implement tactics to support improved financial analysis, review and performance;· Lead coordination efforts across all finance teams and cross-functionally with all other ESD divisions;· Develop and execute process improvement initiatives;· Prepare and update necessary training and policy manuals;· Ensure ongoing alignment of finance priorities with leadership priorities; manage financial communications among all divisions internally;· Manage the conduit debt and derivatives portfolio, execution of derivative contracts and all related activities, and ensure optimal structure, complete documentation and execution;· Execute required disclosure filings and other compliance requirements of debt obligations, as necessary;· Responsible for periodic reporting requirements for OSC, DOB, and ESD that requires analysis and production of reports and schedules related to conduit debt and related derivatives;· Work with outside advisors for the issuance of bonds and execution of derivative contracts;· Prepare and deliver presentations to the Board for approval of investments reports, guidelines, and various other items requiring Board approval;· Interaction with auditors of NYS and ESD to manage requests they may have;· Perform financial analysis related to various ongoing activities.
