Job Description

The Procurement Unit oversees all purchases for the Agency while reviewing contracts for various goods and services in accordance with the City’s Procurement Rules and Procedures.

The New York City Police Pension Fund is seeking a Procurement Analyst to join the Procurement Unit, a division of Financial Management. Under the supervision of the Agency’s Chief Contracting Officer (ACCO), the selected candidate will be required to perform procurement tasks that include, but are not limited to, the following:

  • Review requisitions submitted by business units to determine the appropriate procurement method;

  • Conduct market research on goods and/or services that are complex or technical;

  • Prepare purchase orders and process various procurement methods contracts and agreements;

  • Analyze and provide information on vendors' and contractors past performance, financial status and other factors which might affect delivery, timeliness or quality of contracted goods and services;

  • Communicate with vendors to request required documents and review submitted documents for completion;

  • Ensure all work is performed in accordance with agency, city, state and federal requirements and procedures, including those of the Procurement Policy Board;

  • Monitor the funding and expense reports related to large projects;

  • Prepare fiscal summary reports; may make recommendations to supervisory staff concerning request for contract renewals and additional funding or defunding of existing service contracts;

  • Identify challenges and solutions on contract matters; correspond with the unit heads, project managers and the ACCO;

  • Process vendor responsibility determinations, vendor performance evaluation forms, and compile reports as required by the ACCO;

  • Maintain detailed procurement data logs;

  • Provide exceptional customer service to internal department and external stakeholders;

  • Assist with conducting the procurement process for materials and services, ensuring alignment with departmental needs and budget constraints;

  • Assist in preparing solicitation documentation (Request for Quotes, Request for Information, Invitation for Bids) in compliance with procurement guidelines;

  • Draft internal memorandums to various members of the Agency;

  • Attend meetings and communicate, in writing and verbally, with Agency staff;

  • Scan and maintain related procurement files;

  • Review and process purchasing requisitions for accuracy, consulting with the end user to resolve discrepancies;

  • Assist in analyzing market conditions and evaluate bids for price, quality, and supplier reliability;

  • Develop and refine procurement documents, including justification memos, in accordance with procurement requirements;

  • Monitor annual service dates for critical renewals (e.g., software and maintenance contracts) to ensure timely submissions;

  • Provide exceptional customer service by responding to inquiries, tracking purchasing activities, and resolving issues promptly;

  • Perform other special projects as may be required.

Candidates must be permanent or on a viable civil service list in the Procurement Analyst title to be considered for this position.

Salary: The salary is non-negotiable.

NOTE: This is a full-time on-site position. The incumbent will be required to report to the office on a regular basis.

Qualifications

  1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or

  2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or

  3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or

  4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.

SPECIAL NOTES:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
