NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.OPEN COMPETITIVE MINIMUM QUALIFICATIONS:One year of clerical experience.COMPETITIVE MINIMUM QUALIFICATIONS:One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 7 or higher eligible for transfer and determined to be similar by Civil Service. It is essential that candidates clearly and concisely indicate exactly how they meet the above minimum qualifications in their resume. Failure to show how you meet the minimum qualifications above may result in disqualification and removal from consideration. KEYBOARDING EXAM QUALIFICATIONS: Candidates who have not previously served in a keyboarding title will be required to pass the Keyboarding exam. According to Civil Service, a passing score is the ability to demonstrate a speed of 30 words per minute with at least 96% accuracy within 5 minutes prior to appointment. Preferred Qualifications:•Extremely detail orientated.•Possess superior organizational skills.•Ability to communicate with OAH staff and the public.DUTIES: The Office Assistant 2 duties in Administrative Hearings will include but are not limited to the following:•Schedule new hearings for the Office of Administrative Hearings (OAH).•Responsible for processing FOIL requests.•Process decisions for Administrative Law Judges (AIJs).•Process adjournments for ALJs.•Email decisions every week to the Department of State (DOS) staff.•Upload decisions every month to the DOS website.•Prepare the OAH dashboard on a bi-monthly basis.•Responsible for mailing adjournments and decisions.•Responsible for unlocking hearing rooms for in person hearings, greeting litigants who are a party to the hearing and seating the litigants in the designated hearing room.•Responsible for forwarding a copy of the hearing record to the DOS appeal unit.•Data Steward for OAH. Responsible for inputting information into the Data Catalog.•Responsible for entering all Notice of Violation hearing information into Access by creating case folders and saving the paperwork to a case file.•Responsible for scheduling and setting up interviews. •Responsible for opening mail and answering telephones.
