GENERAL DUTIES
I.T. Computer Systems Managers manage and direct an Information Technology area at a College or University level. They set policies and procedures, direct technical staff, and maintain responsibility for administrative as well as technical issues within their assigned area(s) of responsibility. They may manage major and/or large, complex information systems activities and/or manage a unit or group.

The Baruch Computing and Technology Center (BCTC) is responsible for the College's technology environment, including data centers, systems, servers, websites, computer labs, classroom technology, desktop computers, software applications, multimedia services, telecommunications, and information security. The BCTC also supports the College's community outreach, distance learning, and global initiatives.
Reporting to the Director of Enterprise Systems, Services and Project Management, the Manager of Systems Engineering will develop, integrate, and manage our application development team (Web, Applications, Intranet, etc). They will help improve business processes, identify the best solutions to meet client needs and ensure that individual systems work together to achieve the College's intended strategic goals.
Specific duties include:
-Manage the day-to day web (i.e. Baruch College websites and SharePoint Online intranet) and application development, deployment, support and integration with relevant campus & university data sources, authentication systems and 3rd party systems.
-Supervising web & application developers, designers, IT technical staff in the Baruch Computing and Technology Center (BCTC).
-Provide IT staff under supervision with performance assessments, constructive feedback, and professional development opportunities.
-Coordinate and serve as a technical resource for the rest of the Enterprise Systems and Services team and BCTC departments to ensure web, application and design technical standards for in-house or purchases systems projects.
-Writing requirements and reviewing RFPs for web/application projects and tools and performing information systems analysis functions, working with inter/cross college teams to optimize college systems.
-Partner with Communications Division to guide and develop Web solutions based on the College’s branding design requirements
-Serve as a technical/project lead for the other web and development staff at the College
-Enforce IT policies, procedures, and standards to ensure compliance and optimal performance across all projects and initiatives.
-Evaluate existing systems and recommend enhancements to improve efficiency and effectiveness.
-Implement accessible solutions for web and applications, ensuring compliance with relevant standards and regulations.
-Plan, organize, oversee (under the direction of department Director) diverse web, application, and system projects of varying complexity ensuring alignment with college strategic goals, needs, timely delivery and resource optimization.
-Develop & manage enhancements to the college website in the form of WordPress plugins, extensions and applications
-Implement and manage SharePoint solutions specifically advanced document, list, theming solutions, using JSON and other tools.
-Manage and Implement solutions with the MS365 suite of tools Power Automate, Power BI etc. for automated systems, reporting and process digitization for department business processes.
-Manage the day-to-day operations of the College’s proxy environment in Apache
-Configure and maintain server level applications/tools for WordPress, React, PHP apps and other applications in a Linux environment.
-Hands on knowledge of the reverse proxy configuration for WordPress and the colleges applications
-Provide guidance and partner on improvements (or implement of new platforms) of the Web Application/Database Server architecture to ensure high performance, seamless failover and high availability.
-Provide and manage the process for thorough code reviews of software and applications before production deployment.
-Manage, monitor and implement security tools for the Website and Proxy in partnership with the infrastructure team
-Manage the web and application development processes across dev, QA, and production environments to ensure high-quality deliverables.
-Perform other related duties as assigned by the Director of Enterprise Systems and Services and CIO.
MINIMUM QUALIFICATIONS
Six (6) years of progressively responsible full-time paid information systems technology experience,at least eighteen (18) months of which shall have been in an administrative or managerial capacity in the areas of computer applications programming, systems programming, information systems development, data telecommunications, data base administration or a closely related area.
Education at an accredited college or university may be substituted for the general information systems technology experience at the rate of one (1) year of college for six (6) months of experience up to a maximum of four (4) years of college for two (2) years of experience. In addition, a master’s degree in computer science or a closely related field from an accredited college or university may be substituted for an additional year of the general information systems technology experience. However, all candidates must possess the eighteen (18) months of administrative or managerial experience described above.
Experience in an administrative capacity must include, but is not limited to, responsibilities such as: monitoring an IT budget; reviewing and approving IT procurement and invoice payments; reviewing and approving contracts with vendors; monitoring and approving IT projects; setting standards and best practices; risk evaluation (e.g., security, reputational, operational); organizational development; chairing or participating in IT Governance and Advisory committees; and/or overseeing vendor relationship management.
Experience in a managerial capacity must include, but is not limited to, responsibilities such as: strategic planning for an office/division; creating and implementing policies; setting standards and best practices; defining and documenting project scope; root cause analysis with recommendations; collaborating with other managers and executives to define future state of IT program; and/or forecasting.
The following types of experience are not acceptable: superficial use of preprogrammed software without complex programming, design, implementation or management of the product; use of a word processing package; use of a hand-held calculator; data entry; operation of data processing hardware or consoles.
COMPENSATION
$82,763.34 - $143,146.57; commensurate with education and experience
