Job Description


The Inter-agency Network for Education in Emergencies is recruiting a consultant(s) to lead consultations and pilot the newly developed INEE Minimum Standards Indicator Framework, which will be launched in 2021. These consultations will ascertain the extent to which the Indicator Framework supports harmonized approaches to measuring and evaluation in the education in emergencies sector and will lay out a path for using the Indicator Framework to measure alignment to the INEE Minimum Standards.

Background of the project:

The Inter-agency Network for Education in Emergencies (INEE) is an open, global network that works to ensure all persons the right to quality education and a safe learning environment in emergencies and post-crisis recovery. INEE is composed of more than 18,000 practitioners, students, teachers, staff from UN agencies, non-governmental organizations, donors, governments (including Ministries of Education), and universities who work together within a humanitarian and development framework. INEE serves its members through the core functions of community-building, convening diverse stakeholders, maintaining knowledge management, amplifying and advocating, facilitating and learning, and providing members with the resources and support they need to carry out their work on education in emergencies. INEE has in place Working Groups to share knowledge and take forward work in various areas: Education Policy (EPWG), Standards & Practice (SPWG), and Advocacy (AWG).

The Monitoring & Evaluation (M&E) Workstream, under the SPWG, has developed an Indicator Framework for the INEE Minimum Standards, in order to harmonize monitoring and evaluation approaches in the Education in Emergencies (EiE) sector. The Indicator Framework was developed to serve two purposes: (1) to harmonize M&E approaches in the EiE sector, and (2) to measure an organization’s or program’s degree of alignment with or implementation of the minimum standards. The Framework, which is intended for any organization involved in delivering education in emergency settings, will be launched in 2021.

Since the introduction of the INEE Minimum Standards (INEE MS), a range of organizations and individuals have used them as a framework for their work, whether to guide the response planning in acute emergencies or to monitor and evaluate programs being delivered. Organizations may claim they are either working under or meeting the INEE MS.

In March 2021, INEE launched a process to pilot the usage of the framework. So far, four organizations have been identified and have been undertaking the piloting process

The Indicator Framework gives organizations the opportunity to measure their alignment with and progress against the INEE MS to better understand what they are doing well and what needs improvement. These indicators are intended to support a process of good practice across the sector in order to improve the quality of EiE provision and strengthen accountability to populations affected by emergencies.

Scope of Work:

The INEE M&E Workstream is seeking a consultant to finalize the piloting of the new Indicator Framework. The intention of this piloting process is to assess the extent to which the indicator framework is useful to practitioners in measuring EiE interventions and therefore supporting harmonized approaches, and as a result, make any necessary formative improvements to the framework. The consultations will also be used to provide valuable feedback for the upcoming revision of the INEE Minimum Standards.

Once the piloting is finalized, the finding, recommendations, lessons learned should be incorporated into an update of the current Framework document

The consultant will use the following research questions to guide their work:

  • How useful is the indicator framework for organizations working in the EiE space?

  • Does the indicator framework support harmonized measurement in the EiE sector?

  • What updates should be one based on the piloting?

    The consultant will be supervised by the Standards and Practice Coordinator, in close collaboration with members of the Standards and Practice Working Group members and the INEE Secretariat.


  • Review and update of documents produced in the first part of the year

  • Review and update of the current pilot workplan, including follow up with the current pilot organizations

  • Structured learnings and reflections document developed for organizational leads

  • Suggested edits compiled based on user feedback.

  • Guidance document developed on use of the Framework

  • Revision/editing of the INEE MS Indicator Framework incorporating the users’ and pilot organizations’ feedback and lessons learnt.

  • Feedback mechanism set up for ongoing input from users of the Indicator Framework

  • INEE Webinar organized with a panel of those involved in the pilot to share experiences and results



  • Minimum 5+ years of experience in the field of education in emergencies, with preferred experience in monitoring & evaluation, research, or related field;

  • Strong knowledge and experience on issues of education in emergencies and protracted crises, and familiarity with INEE, with a working knowledge of and experience with the INEE Minimum Standards;

  • Demonstrated commitment to the localization agenda and experience in contextualization of tools;

  • Excellent communication skills, both verbal and written in at least two INEE languages including English preferred; proficiency in other INEE languages (Arabic, French, Spanish, Portuguese) highly valued

  • Ability to be flexible and work well independently, under pressure, and in a fast-paced environment;

  • Excellent organizational skills: the ability to track and follow-up on various tasks;

  • Excellent analytical and writing skills: the ability to draft briefs, reports, and syntheses;

  • Good interpersonal skills and the ability to successfully interact with a variety of people, including willingness to receive critical feedback in a constructive way from a wide range of stakeholders and able to translate into revisions

    Payment Rate and Schedule:

  • Daily rate to be agreed with the consultant. P aid upon completion of the de liverables based on the agreed-upon work plan.
