Citigroup GSP In-Business Control Officer -Director in New York, New York

Business Overview:

Citi’s Global Spread Products business (GSP) is part of the Global Markets and Securities Services division (MSS) of Citi’s Institutional Clients Group. GSP is a global business with a presence in eleven countries across North and Latin America, Asia, Europe, Australia and Japan focusing on an array of products including corporate, municipal and mortgage backed securities, loans, derivatives, structured products and financings. In addition, GSP provides its clients with a diverse suite of underwriting, advisory, financing and liquidity services.

Governance Control Office - Director

GSP is seeking a Director for its In-Business Control team (IBC). IBC is a first line function that works closely with all GSP businesses to address regulatory, compliance and audit matters and manages the GSP control framework that monitors compliance with Citi policies and procedures. IBC also helps to implement the supervisory, risk assessment and compliance procedures required in GSP to address market conduct and other operational risks associated with the business. IBC also manages the Regulatory Inventory Management (RIM) process for GSP which involves the mapping of all applicable laws, rules and regulations to controls within the business.

The Director is a new position that will report to the Head of GSP IBC.

Responsibilities:

  • Develop an understanding of the regulatory issues and risks facing the business and understand the tools available to monitor, track and report on them

  • Make regular presentations to GSP management on governance, regulatory and policy matters

  • Understand applicable Citi policies and procedures and how they apply across GSP businesses

  • Work closely with control functions, such as the Middle Office, Product Control and Valuation Control Group, to understand the metrics and tools used to monitor GSP activities and determine whether there are red flags or issues that need to be escalated or addressed

  • Identify material risk and control issues within GSP arising from audits, exams and risk assessments and develop plans to correct them

  • Serve as project manager for GSP corrective action plans, regulatory examinations, regulatory consent order implementation and other significant projects or tasks involving GSP

  • Help identify efficiencies, systems or processes to improve monitoring of control matters

  • Understand Citi and GSP supervisory tools and their functionality to help IBC monitor business compliance with supervisory obligations

  • Oversee and delegate control projects to Tampa IBC team

Qualifications:

  • Undergraduate degree from an accredited university in the US or abroad

  • Minimum of 10 years of experience in audit, legal, compliance or control function at a financial institution, law firm or consulting firm

  • Familiarity with broker-dealer and banking regulations and related policies and procedures

  • Project management experience

  • Strong analytical and problem solving skills

  • Positive, motivated, proactive self-starter

  • Prioritization/time management skills

  • Excellent written and verbal communication skills

  • Ability to work both as part of a team and autonomously

  • Advanced proficiency in Microsoft Powerpoint and Excel
