Fleet at DCAS manages all NYC vehicles, equipment, fuel, leasing, and related services. The City’s fleet includes NYPD, FDNY, and DSNY and fifty agencies and offices in total, $1 billion+ in expenditure, and 1,800 full time staff. NYC Fleet leads Mayoral initiatives in safety as part of Vision Zero and sustainability as part of NYC Clean Fleet. NYC has been recognized for implementing the greenest fleet in the nation. DCAS manages one of the nation’s largest live tracking program for vehicles at the DCAS Office of Real Time Tracking (FORT).

The New York City Department of Citywide Administrative Services (DCAS) seeks to hire an Agency Attorney with substantial experience in contracts and agreements to serve in the Fleet line of service. Fleet implements hundreds of service, goods, and commodities contracts and also a wide variety of inter-governmental and public to non-profit agreements. The Fleet Contracts Manager will work with major fleet agencies like NYPD, DSNY, and FDNY; DCAS Legal; DCAS Procurement, and DCAS Fleet; and oversight agencies to research, draft, review, edit, and finalize these contracts and agreements.

Additional duties include:

1) Research with agency subject matter experts and prepare contracts in various fleet service areas including fleet electrification, biofuels, repair and auction services, telematics, and related areas.

2) Assist with major contract initiatives in areas such as parts management and fleet sharing.

3) Work with federal, state and local government agencies, and non-profits to prepare and/or renew a wide variety of agreements including the DCAS partnership with US DOT Volpe as outlined in Executive Order 53.

4) Track the status of contract and agreements to ensure that DCAS is planning for renewals and rebids and also that DCAS has obtained need compliance materials tied to contracts including insurance requirements, bonds, and licenses and that these satisfy contract or agreement requirements.

5) Assist in market and legal research as relates to fleet initiatives or new areas of initiative such as renewable fuels.

6) Assist DCAS in Fleet compliance related issues including preparation of fleet rules and regulations.

7) Perform related work and participate in agency and fleet initiatives, events, and programs.

Qualifications

  1. Admission to the New York State Bar; and either "2" or "3" below.

  2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or

  3. Six months of satisfactory service as an Agency Attorney Interne (30086).

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.

In addition to meeting the minimum Qualification Requirements:

To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
