SALARY RANGE : $123,840 - $133,625

LOCATION : 2 Broadway, New York, NY

HOURS OF WORK : 8:00 am-4:30 pm (7 1/2 hours/day)

DEADLINE : Open until filled

This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

SUMMARY :

The Assistant Director Reconciliation and Financial Reporting is responsible for overseeing the daily reconciliations between bank account systems and the MTA PeopleSoft system for the eight MTA agencies. These agencies consist of MTAHQ, Long Island Rail Road , Metro North Railroad, MTA Bus, NYC Transit (including MaBSTOA ), Triborough Bridge and Tunnel Authority, Staten Island Rapid Transit Operating Authority, and) Grand Central Madison Concourse. The incumbent assures the management of the daily reconciliations of numerous bank accounts (Operating and Capital) and is responsible for producing various Treasury Department reports.

RESPONSIBILITIES :

  • Select, develop and motivate personnel within the department. Provide career development for subordinates. Provide prompt and effective coaching and counseling. Responsible for discipline/termination of employees when necessary. Review performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

  • Monitor the receipt of bank files to ensure reconciliations are performed, Month End Close process completed on time and accurate, and Cash Flow statements are produced timely

  • Daily review of all accounting entries for operating agency’s processed through PeopleSoft- review to put in Final.

  • Supervise the reconciliation of Cash Position and Investment holdings (bank transactions versus PeopleSoft entries, Ensure that Bank Statement Accounting Posting Rules are posted and that Bank Statement Accounting has been run in PeopleSoft, and the processing of the Semi-Manual Reconciliations in PeopleSoft.

  • Supervise: the Auto Reconciliation process; the creation of external transactions for items not cleared by Bank Statement Accounting the inputting of cash subsidies and investment pool transactions into PeopleSoft; the analysis and reconciliation of investment accounts and debt service payments.

  • Assist Business Service Center with research of monthly bank transactions as well as Accounts Receivable collection and variances

  • Supervise and ensure the reconciliation of all banking transactions before posting to the Treasury sub- ledger

  • Accountable for Cash Flow Analysis and Financial Reporting, Budget vs Actual for all MTA Agencies

  • Become expert in subject matter for all operating agency’s cash accounting

  • Other duties as assigned

  • Must have knowledge of Banking, Cash Management & Treasury functions.

  • Demonstrated ability to communicate and interact well with external agencies. External agencies may include the Governor’s Office for New York State, New York City government, elected and other public officials, as well as any staff located at other federal or state agencies or authorities.

  • Demonstrated ability to work in a high profile, high pressure environment effectively.

  • Demonstrated ability to communicate effectively with key internal and/or external stakeholders.

  • Must have strong managerial skills to effectively direct a staff of professional and technical employees in implementing the short- and long-term goals and direction for the area of responsibility.

  • Demonstrated ability to complete short- and long-term projects effectively and as efficiently as possible.

  • Demonstrated analytical capabilities and quantitative skills.

  • Demonstrated proficiency in Microsoft Office Suite or comparable applications, i.e., Word, Excel, PowerPoint, and Outlook.

    EDUCATION AND EXPERIENCE :

    Required:

  • Bachelor’s degree in Business , Transportation, Public Policy or a related field or an equivalent combination of education and experience may be considered in lieu of a degree.

  • Minimum 8 years related experience, including at least 4 years in a managerial and/or leadership role in a large, multi-faceted, fast-paced organization or governmental body preferred.

    Preferred:

  • Master’s degree in a related field.

  • Familiarity with the MTA’s policies and procedures.
