Position Objective:

The purpose of this position is to support the Deputy Director of Track Outage and Scheduling strategies in the implementation of the short- and long-term track outage plans. And work closely with the operations departments to account for the track outage plans. and with project managers to utilize and maximize the track access time. Develops and continuously improves the track outage guidelines and processes through dashboards and KPI analysis to align with agency goals.

Responsibilities:

Act as an intermediary with Engineering, and Construction & Development stakeholders to plan, analyze track outages and implement work that are scheduled and unscheduled. Work closely with the scheduling teams in Operations Planning in the development of employee and public train schedules, operating schedule orders as well as crew schedules and equipment programs in support of approved track outages. In addition, this responsibility include s:

  • Leads working group meetings, with multiple department stakeholders and project managers to review un-scheduled track outages and identify impacts on the current service delivery. De-conflict outage requests and help identify innovative solutions that mitigate the impacts of unscheduled outages related to infrastructure projects to reduce the number of schedule change orders. Chairs the monthly track outage meeting.

  • Develop, implement, and continuously maintain guidelines, procedures, forms, and checklists, for the outage parameters, required to sustain the track outage process for planned and unplanned requests. Provide training to stakeholder departments in using the designated guidelines and forms to submit track outage requests.

    Maintain and Analyze project/outage data for long-term, yearly, and monthly outage dashboard tools for all levels within the organization, including Monthly presentations to Senior Management :

  • Maintain a database of all requested outages, capturing all pertinent details, while identifying ways to reduce manual data entry and manipulation.

  • Develop and maintain accessible views of all project details within Power BI .

  • Maintain and develop in-depth Power BI dashboard views, which are used to track and visualize numerous KPIs related to project timelines, FTEs, etc.

  • Produce new dashboard tools for field intelligence to support outages.

  • Provide dashboard functions/tables for the scheduling team to use adjusting service.

    Provide direction to the Operations Planning Scheduling team and appropriate Engineering Department and Capital Projects managers on the operational impacts of future requests for track usage for capital and maintenance projects.

    Review range long-range Operating Planning initiatives and assist in the development of draft schedules and equipment programs that demonstrate functionality and suitability.

  • Supervise and provide direction to the Sr. Manager Outage Planning & Analysis and other departments on the operational impacts of future requests for track usage for capital and maintenance projects.

  • Other duties as assigned.

    Required Knowledge/Skills/Abilities:

  • Knowledge of MNR Operating Rules, physical characteristics , and equipment is required; persons with comparable.

  • K nowledge from other railroads or transit operators with a demonstrated ability to learn new territories may also be considered.

  • Strong knowledge and demonstrated ability to work with personal computer applications, including spreadsheets and database management programs (e.g., Microsoft Excel, Power BI, SQL).

  • Excellent oral and written communication skills, including presentation skills.

  • Strong quantitative and analytical skills.

  • Strong ability to exercise a level of independent judgment and decision-making.

  • Strong organizational ability, work well under pressure, handle multiple tasks simultaneously , and prioritize workload while adhering to deadlines.

  • Effective interpersonal communication skills with the ability to interact with all levels of management and external contacts.

  • Proficiency with Microsoft Office suite and/or comparable system applications.

    The Following is/are preferred:

  • Familiarity with various facets of transportation, mechanical , and engineering.

  • Familiarity with ACRE labor agreements.

    Required Education and Experience:

  • Bachelor’s Degree in Engineering , Transportation Planning, Business , or related field; Demonstrated equivalent experience, education and/or technical credentials to include four (4) additional years of related experience may be considered in place of a degree .

  • Minimum of seven (7) years working with a transportation organization, including four (4) years experience in -Engineering, Mechanical, and/or Service Planning.

  • Minimum five (5) years of demonstrated experience analyzing Train/Crew/Consist schedules with consideration given to infrastructure constraints, experience analyzing operational data related to the transportation industry and/or experience managing professional/diverse workforce.

    The following is/are preferred, but other satisfactory combinations of relevant experience, education, and/or technical credentials will be considered:

  • Field experience in Railroad Transportation, Mechanical, Engineering, Fleet Management, Customer Service , or related fields.

    According to the New York State Public Officers Law & the MTA Code of Ethics, all employees who hold a policymaking position must file an Annual Statement of Financial Disclosure (FDS) with the NYS Commission on Ethics and Lobbying in Government (the “Commission”).

    Employees driving company vehicles must complete defensive driver training once every three years for current MNR drivers; or within 180 days of hire or transfer for an employee entering an authorized driving position.
