Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below:Promotional: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 2, Assistant Superintendent of Construction, Assistant Engineer (Civil), or Senior Superintendent of Construction.OROpen Competitive: Either 1. four years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight;Or 2. three years of experience in building maintenance, mechanical maintenance, or construction; two years of which must have been in budgeting, supervising, planning, assigning work, evaluating employees, and contract preparation and oversight, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.Individuals may also be eligible via the following:Reassignment - Currently in the title and an employee of DECorReinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.orTransfer Eligible - One year of permanent competitive service at Salary Grade 19 or higher and eligible for transfer under Civil Service Law.

Duties Description As a Conservation Operations Supervisor 3, you would be responsible for supervising multiple working circles and directing projects in support of various department programs. Tasks may include overseeing the maintenance, operation, rehabilitation, improvement, or construction of department infrastructures and facilities, including buildings and grounds, trail and road systems, recreation facilities, environmental education centers, fish hatcheries, water access sites, state forests, wildlife management areas, automotive maintenance centers and facility management services. Aid with the operation of education facilities and campgrounds, coordinate emergency operations, monitor purchases and expenditures and prepare, coordinate, and manage various contracts.Primary responsibilities will be but not limited to supervising facility management services at the New Paltz Regional Headquarters, Tarrytown Sub-Office, Norrie Point Environmental Center, Stony Kill Environmental Education Center, and the Catskill Visitor Center. Supervising the automotive and equipment center, Stony Kill and Mt Tremper Operations Field Headquarters. Supporting agency programs such as but not limited to Lands & Forests, Education, Inland and Marine Fisheries, Forest Protection & Department of Law Enforcement.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain.Must be able to work in remote areas.Must be able to work in adverse weather conditions. Travel may be required.Overtime may be required. Overnight travel may be required.Weekends and holidays may be required.
