Minimum Qualifications

MINIMUM QUALIFICATIONS:

Either of the following will qualify:

  1. A baccalaureate degree plus three years of professional level experience in safety inspection or training; emergency preparedness; risk analysis; or loss prevention.

SUBSTITUTIONS:

Additional experience in qualifying fields will substitute for the baccalaureate degree on the basis of thirty semester hours for one year of experience.

  1. Seven years of sub professional level experience in development/implementation of a safety program to include safety education, facility inspections and/or accident investigation; in safety inspection; or in safety education/promotion.

SUBSTITUTIONS:

An associate degree in occupational safety and health will substitute for two years of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

Job Concepts

Function of Work:

To coordinate and direct a comprehensive safety program including the areas of accident prevention, safety training, emergency preparedness, loss prevention, and risk management for a large state agency with potentially high risk and safety features.

Level of Work:

Manager.

Supervision Received:

Broad review from an agency administrator or other higher-level administrative official.

Supervision Exercised:

Direct supervision over diversified workforce including law enforcement officers, clerical support positions, and other safety positions.

Location of Work:

May be used by any state agency with a high-risk insurance or safety program.

Job Distinctions:

Differs from State Risk Director by the lack of responsibility for directing the states risk management program in the Division of Administration.

Differs from Safety/Risk Agency Manager by directing a comprehensive safety program for a medium to large agency with diversified workforce including law enforcement, labor trades and safety positions.

SUMMARY

Influential position dedicated to the development, implementation, and promotion of a safe, accident free, and healthy work culture. In addition, conducts impactful training programs for employees at all levels in the organization from new hire orientations to department teams.

This is an essential employee during emergencies involving safety issues and must be immediately available to respond to such problems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

50% Safety Promotion & Assurance

  • Visits field job sites and examine current safety procedures in action; create observation notes for both process and people activities noting possible changes that could help limit the risk of exposure or injury on the job.

  • Works in collaboration with Safety & Security team to facilitate safety training for employees in different areas such as emergency response.

  • Manages eCompliance Safety Management System to track and manage Safety Metrics and Key Performance Indicators to include: Incidents; Inspections/Audits; Safety Observations; Job Safety Analysis; Action Items and Trainings.

  • Works with Managers, Port Captains/Engineers, and vessel crews in identifying areas for change, which will lead to the reduction or elimination of safety or environmental risks and hazards.

  • Collaborates with management to gain knowledge and insight on hazardous work processes and come to a consensus on situations requiring training/re-training while adhering to OSHA; ANSI and Industry Standard “Best Practices.”

  • Performs inspections and audits of the Boards facilities and operations to detect existing or potential hazards to eliminate or recommend corrective and/or preventative actions.

  • Maintains and orders safety supplies, identifying needs, purchases, and budgets items to support safety and training programs.

  • Collaborates with New Orleans Public Belt Railroad (NOPB) safety staff regarding safety policies, programs, and practices.

30% Employee Training

  • Audits annual recurrent training, training files, and oversee the Boards training and safety programs, ensuring compliance with the Boards policies and practices as well as industry standards.

  • Revise and update the Boards Safety Manual annually ensuring all material reflects current guidance and instructions.

  • Conducts new hire Safety Orientation Training, for the Boards new employees ensuring all required forms and resources are, discussed.

  • Train, coach, evaluate, and develop new hire employees in accordance with established procedures.

  • Distribute, and document the distribution, of all prescribed company training and safety materials, such as monthly safety tool-box topics and Job Safety Analyses (JSA).

  • Formulates teaching outlines and determines instructional methods such as individual training, group instruction, lectures, online self-paced training, hands-on demonstrations, conferences, meetings, and workshops. This includes keeping managers and employees alerted as to the hazards of working.

  • Coordinates with managers to schedule, purchase or conduct on-the-job Safety Training Programs.

  • Selects and develops teaching aids such as training handbooks, demonstration models, multimedia visual aids, computer tutorials, and reference works.

10% Strategic Planning and Reporting

  • Develops annual Safety and Training Goals, tracks key performance indicators, including safe work hours without incident, Total Recordable Incident Rates (TRIR) and compiles monthly reports for submission to the Board of Directors.

  • Prepares Lessons Learned reports for dissemination to supervisors along with recommended training solutions.

  • Confers with Port Captains, Foreman’s, and Engineers with field monitoring and audits of various safety and environmental activities, including recognition of hazardous conditions and practices and the recommendation of control methods.

  • Collaborates with other departments and entities including but not limited to Risk Management, Sustainable Development, Harbor Police/ Fire Vessel, Facilities, Legal, and external partnerships.

  • Serves as the Chairman of the Board Safety Committee, which meets on a bi-monthly basis to discuss safety incidents and determine corrective actions.

5% Other Duties Assigned

  • Perform other related duties as assigned.

5% Port of New Orleans Motor Vehicle Program

  • Inspect and review all motor vehicle reports annually to ensure agency drivers maintain a safe driving record, clear of any major violations.

  • Select, assign, and monitor driving safety training courses for all agency drivers.

  • Responsible for managing complaints of unsafe driving; communicates complaints to respective director and/or executive.

  • Work with Manager of Insurance and FEMA during annual enrollment time to address any changes to motor vehicle insurance for agency drivers.

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES

  • Continually maintain an appropriate level of awareness, knowledge, and preparedness across the Department to create a culture that prioritizes effective Health Safety Environmental initiatives and balances overall associated costs.

  • Proficient knowledge of the offshore marine environment.

  • Strong written and oral communication skills with a high level of attention to detail.

    Must be able to build and maintain effective working relationships.

  • Proficient with Microsoft Office programs.

  • Ability to organize workload and prioritize projects in an ever-changing environment.

  • Ability to work under pressure and with time constraints

This position does not supervise any direct reports at this time.
