About this position:

The Southeast Louisiana Flood Protection Authority - East (SLFPAE) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the eastbank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.

The Maintenance Superintendent assists the Facility Maintenance Manager A (FMM-A) by managing the inspections, construction, maintenance, and repair activities to all Authority facilities, signage along Lakeshore Dr., and flood control devices including, but not limited to, flood walls, valves, flood gates, and relief wells. The position assists the FMM-A with the coordination of all activities involving skilled, semi-skilled, and unskilled disciplines required to provide the inspection, maintenance, and repairs of the facilities and flood control devices. The incumbent coordinates work schedules and priorities with subordinates to ensure the ongoing inspections, maintenance, or repairs are accomplished in an efficient, timely, and safe manner by professional standards.

The Maintenance Superintendent receives general supervision from the FMM-A, Facility Maintenance Manager B (FMM-B), or Director of Maintenance. The incumbent exercises broad supervision over various trades disciplines including, but not limited to, Plumbers, Trades Apprentice, Maintenance Repairmen, HVAC/Refrigeration Master, etc. who comprise the crews for the general maintenance of facilities signage along Lakeshore Dr. and flood protection features.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Four years of experience in the building construction trades; maintenance or repair of mechanical equipment; building construction; building maintenance; or construction, maintenance or repair of roads or bridges.

SUBSTITUTIONS:

College credit which includes six semester hours per year in construction management, construction technology, or engineering, or any combination of these courses will substitute for a maximum of two years of the required experience on the basis of thirty semester hours for one year of experience.

Completion of a two year vocational technical program in general building construction, construction technology, or engineering will substitute for two years of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

NOTE:

Custodial building maintenance is not qualifying.

To supervise foremen who oversee a wide variety of facility maintenance and repair operations at a state agency.

General direction from a higher level agency official.

SUPERVISION EXERCISED:

Direct supervision over subordinate maintenance personnel. See allocation criteria memo for details.

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Maintenance Foreman by responsibility for supervision of subordinate foremen.

Examples of Work

  • Supervises lead personnel whose crews conduct inspection, maintenance, and repair of a multi-craft nature on job site locations.

  • Inspects work for completeness and quality assurance.

  • Assist in developing standardized routine inspections, repair and preventative maintenance procedures, and schedules.

  • Advises FMM-A, FMM-B, or Maintenance Director of actions deemed necessary to maintain facilities and flood control devices in optimum condition affecting their areas of specialization.

  • Coordinates routine inspections and preventative maintenance and all necessary repairs with other Maintenance Superintendents, FMM-As, FMM-B, Foremen, and Trades Supervisory staff.

-Assist the FMM-A with the purchasing, requisitioning, and warehousing of adequate inventory of supplies, materials and equipment required for routine preventative maintenance and repair, as well as, special construction assigned to areas of specialization.

-Maintains close and open communication with higher-level personnel on problems, short-term and long-term requirements, and priority changes and provides input for long-range departmental plans and systems requirements.

-Coordinates repairs to facilities with Trades Foremen or Leaders to ensure all repairs/assignments are completed in a safe and timely manner. Occasionally works with other Maintenance Superintendents, foremen, or Leaders from other departments or within the same department to assist with or receive assistance with performing job assignments.

-Maintains confidential employee files on all subordinates. Such files include attendance and leave records, annual performance planning and evaluation, periodic evaluation of employee performance as compared to expectations, employee counseling, and disciplinary actions. The incumbent ensures that employees under their supervision are rated in a timely manner as required and that expectations are clearly and thoroughly explained to the employees.

-The Maintenance Superintendent performs any and all other related duties as needed or assigned.

NOTE:

The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) is an emergency-oriented agency. Part of the SLFPA-E's mission is to protect the residents of the east bank of Jefferson Parish, St. Bernard Parish, and the east bank of Orleans Parish from tidal surge, wind-driven water, and river flooding. The incumbent is on 24-hour call and will be required to report for work and remain on duty in case of emergency (hurricanes, storms, or other conditions that could lead to flooding) until such emergency subsides. May be required to work at the Lake Borgne Barrier safe house and operate floodgates for maintenance or during a storm-related or emergency event. May be required to install stop logs during high water emergencies as well as participate in the making of sandbags wherever needed.
