Maritime Administration Logistics Management Specialist (Open to both U.S. Citizens and Federal Employees) in New Orleans, Louisiana

Summary This position is located in the Area Division Office (Atlantic, Gulf, and Pacific), Office of the Deputy Director for Fleet Management, Office of the Deputy Associate Administrator for Federal Sealift, Office of the Associate Administrator for Strategic Sealift, Maritime Administration (MARAD). Responsibilities As a Logistics Management Specialist, you will: Exercise responsibility for the inventory of the Maritime Administration (MARAD) Shore-based Spares held at assigned warehouse. Maintain accurate inventory stock records in Nautical Systems Enterprise (NSE) software, and manage the receipt, inventory, and issue of Government property. Travel to assigned vessels to monitor Ship Manager compliance with all logistics aspects of the current ship manager's contract and serve as a technical resource. Exercise responsibility for compliance with Occupational Safety and Health Administration (OSHA) safety codes and regulations. Work with local vendors to arrange for routine maintenance of the warehouse and grounds. The ideal candidate has experience with, and a broad understanding of the logistic policy and procedures associated with a maritime fleet program. Additionally, the candidate must be safety minded and have experience with warehouse operations for large vessel shore-based spares. TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed). Qualifications To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration. To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience in supply support logistics, including procurement, overseeing shipments, and/or supporting warehouse management. Experience in verifying inventory counts, identifying, and resolving item discrepancies, and uploading inventory data into a supply system. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include: Experience in planning and monitoring logistical activities to facilitate the repair and modification of equipment or assets. Experience in evaluating and making recommendations concerning plans and proposals for internal and external supply and logistics management projects or programs. Experience in advising on developments in logistics management regulations, policies, or procedures. You cannot qualify on education at the GS-12 level; you must have experience. Organizational Performance Analysis - Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems. Manages and Organizes Information - Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
