NJEDA Sr. Incentives Servicing Officer in New Jersey

Overview

Job Summary

Management and servicing of an assigned portfolio of incentive recipients to ensure compliance throughout the entire lifecycle of the tax credit/grant which supports the issuance of the tax credit/grant payments. This position is also responsible for working directly with incentives recipients, personnel in various internal departments, and external agencies to facilitate the issuance and/or transfer of tax credits. Utilizes specialized knowledge of the incentive projects and programs to address and resolve complex recipient issues and requests. Mentors less seasoned staff and works with Management to meet the demands of the department as needed.

Note: The NJEDA currently offers a hybrid work schedule for up to 2 days of telecommute work from home. To participate, you will be required to have high speed home internet access and a manager's approval. This program does not supersede the "New Jersey First Act", which requires newly hired NJEDA employees to establish and then maintain, principal residence in the State of New Jersey.

Responsibilities

Essential Duties and Responsibilities

  • Works closely with incentive recipients and their CPA or authorized representative to verify project compliance with requirements of the incentive agreement, statutory requirements, regulations, and policies governing the programs.

  • Reviews and analyzes a high volume of project completion and annual report issuance submissions. Addresses any deficiencies and calculates the overall tax credit and annual award. Facilitates the issuance of all applicable grant payments/tax credits;

  • Ensures recipient compliance of maintenance phase submissions;

  • Ensures required deadlines are adhered to and extension requests processed in a timely manner. As required, receive, and review timely project status updates and active tax clearance certificates;

  • Performs comparative analysis of the information provided by the recipients and information obtained by the NJ Division of Labor. Works in conjunction with the Department of Labor to verify company reported job related data;

  • Performs comparative analysis of projects with multiple incentives to ensure there is no duplication of incented employees;

  • Approves and advances tax credit issuance certifications to the Division of Taxation for issuance of tax credit certificates/grant payments. Ensure statutory calculations are accurately applied and notice the recipients timely. Identifies those that are on hold due to unresolved issued;

  • Declines grants/tax credits when recipients have not met program requirements or the terms of their agreements. Facilitates the recapture of tax credits/grant repayments if continued violation of the terms of the agreement occurs;

  • Reviews recipient requests for modification to agreements and termination agreements and prepares recommendation memoranda for approval. Ensures the amendments are executed timely. If required, attends Project Review, Incentives Committee and NJEDA Board meetings to present projects and respond to questions regarding modification submissions and general program requirements; and

  • Conducts site visits to evaluate and assess continued adherence to the incentive program requirements. Document site visits with executive summary memoranda and checklists.

  • Works closely with recipients, CPA firms, and authorized representatives to review and analyze tax credit transfer documents for accuracy and consistency with incentives programs’ statutes and regulations, and department policies and procedures.

  • Works in conjunction with the Division of Taxation to ensure annual reports are certified where necessary, updates project data and notifies recipients of certified awards. Works with tax credit conversion recipients to facilitate annual tax credit issuances.

  • Liaises with department staff and the EDA’s Legislative Department to respond to OPRA/OSC requests as it relates to the department’s incentive portfolio.

  • Develops and maintains advanced excel spreadsheets/CRM advanced finds for portfolio maintenance and reporting. Maintains project data to reflect annual award estimates for budget funded programs and projects awarded tax credits to assist the Compliance and Budget Reporting Officer with OMB/Treasury reporting. Report on project/portfolio data upon request.

  • Responsible for managing, testing, and implementing new and expanded technologies through EDA’s incentives data management systems portal and CRM.

  • Acts as subject matter expert on incentive programs and issuance and transfer of tax credits including the review, recommendation and updates on all incentives post payment and tax credit issuance documents, processes, policies, and procedures.

  • Mentors, trains and coaches incentives servicing officers, compliance officers, program assistants, temporary workers, and interns.

  • Perform peer review of incentives compliance recommendations for tax credit issuance, agreement modification and forfeit/default/termination notification.

  • Promotes teamwork and communication to encourage an interactive, cooperative, collaborative and customer focused work environment among division, EDA staff and external customers.

  • Must complete annual and semiannual self-assessment as required.

  • Perform other duties or special projects, as assigned.

  • NJEDA utilizes Microsoft as the core application platform and proficiency in the Microsoft Office Suite is preferred

Education and Experience Requirements

  • Bachelor’s degree and/or equivalent experience

  • 7+ years work experience in Business, Finance, Insurance, Economic Development, or related field

  • Experience with legal documents preferred

  • Advanced degree or industry specific certification may be substituted for 1 year of experience

  • License: Staff are required to possess a valid driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position
