Job Description

Marketing Statement:

Metro is seeking a Safety Engineering Review Officer , with expertise in Transportation to join Office of Safety Certification Team. As a Safety Engineering Review Officer , you'll play a crucial role in ensuring the safety and compliance of our transit systems. From reviewing engineering designs to mitigating hazards before they become risks, you will be at the forefront of keeping our passengers and employees safe. Metro's Office of Safety Certification provides support for our Safety Assurance mission with expertise in operations, infrastructure, facility, and construction safety across all of Metro's transit modes. The Office of Safety Certificate also supports Safety Management Systems implementation by directly interfacing with operations and maintenance personnel to identify and mitigate safety issues and ensure the effectiveness of those mitigations. Your key contributions to the team will be as follows:

  • Conduct engineering design reviews for railcars, tracks, facilities and other projects

  • Provide Subject matter expert support to the Director of Safety Certification and Engineering

  • Ensure compliance with federal, state, and WMATA safety regulations

  • Collaborate with operations, engineering, and project teams to address safety concerns

  • Provide engineering support to safety certification specialist and department programs

  • Utilize data and analytics to drive continuous safety improvements and SMS Implementation

Minimum Qualifications

Education

· Bachelor's degree in Engineering, Safety, Safety Engineering or related field

· Or in lieu of degree a high school diploma or GED and an additional four (4) years of progressive experience in maintenance, facilities, and rail systems or vehicle projects/engineering design for major transportation and/or Safety and Security Certification program implementation may be considered,

Experience in Lieu of Degree (Any Experience in lieu of degree will be in addition to the years of experience required in the Minimum Experience section).

Experience

· Minimum six (6) years of progressive experience in maintenance, facilities, and rail systems or vehicle projects/engineering design for major transportation and/or Safety and Security Certification program implementation

Certification/Licensure

· Possession of a valid motor vehicle operator's license

· Required to attend and successfully pass RWP training level 2 within 30 days of hire and to maintain RWP Qualification as a condition to perform core job duties.

Preferred

· Master's degree in Transportation, Safety Management, Engineering, or a related field

· Certified Safety Specialist or Certified Safety & Security Director designation from the World Safety Organization

· Transit Safety and Security Program (TSSP) Certificate designation from the Transportation Safety Institute

· Certified Safety Professional (CSP) of Certified Associate Safety Professional (ASP)

Professional Engineer (PE)

Summary

The Safety Engineering Review Officer provides subject matter expertise to the Safety Certification & Engineering Manager by conducting safety engineering reviews of engineering designs and modifications prior to incorporation into the WMATA System and reviews Engineering Modification Instructions, Engineering Change Notices, policies and procedures, design specifications related to rail car equipment, track, structures, systems maintenance, facilities, elevator/escalator and related systems and equipment for safety compliance. The incumbent identifies and mitigates safety hazards during the design phase in support of Code of Federal Regulations 49 Part 673, Public Transportation Agency Safety Plans.

Essential Functions

· Conducts engineering design reviews for railcar equipment, track, structures, system maintenance, facilities, elevator/escalator and related system equipment to mitigate identified safety hazards in designs to an acceptable level. 20%

· Reviews and provides safety engineering expertise on technical engineering documents including Engineering Modification instructions, policies and procedures, design specifications and change orders related to rail car equipment, track, structures, systems maintenance, facilities, elevator/escalator and related systems and equipment to ensure compliance with federal, state and WMATA safety requirements.20%

· Communicates and interfaces with various departments within WMATA, such as but not limited to, Operations, Engineering, and other relevant departments on issues identified through reviewed documents, analysis, relevant literature, and best practices in order to address issues and/or share information relative to Safety.10%

· Provides safety technical assistance and guidance to Safety staff, facilities, systems and vehicle engineering disciplines, Project Managers, and others to efficiently mitigate hazards identified through the engineering process. 10%

· Effectively maintains the Safety Certification program plan and associated documents, corrective action plan monitoring, training development and administration, internal and external communication and coordination and administration of the Safety & Security Certification Review Committee. Assists in the development of safety certification training for WMATA staff and contractors. This includes safety curriculum development. 10%

· Develops safety-related work procedures and plans, based on research and observations of various WMATA projects undergoing safety certification, with appropriate review and sign-off by Safety Senior Management. 10%

· Performs statistical analysis on safety data generated by the Program in order to evaluate its success and make changes accordingly. 10%

Other Duties

· Ensures the inclusion of safety certification documentation on the department website.

· Gathers, prepares and submits proper documentation for compliance with Federal and State reporting.

· Maintains and promotes awareness and accountability with safety policies and procedures while performing job functions. Promotes a positive safety culture and encourages reporting of safety concerns consistent with our Agency Safety Plan, other regulatory requirements within the Safety Management System and just culture principles.
