The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking a Chief Operating Engineer, CAC CHP for the Division of Institutional Planning & Operations (IP&O). Reporting to the Associate Director, Central Plants, this position is responsible for the operation, maintenance, repair and improvement of the College Avenue Central Heating/Cooling Plant, Newell Central Heating/Cooling Plant, Cook Chiller Plant, Walters Hall Central Heating/Cooling Plant, 24 College Avenue Central Heating/Cooling Plant, Murray Hall Central Heating/Cooling Plant, Foran Hall Chilled Water Distribution including associated equipment. Position acts as the Chief of the Busch Cogen Plant in their absence. Incumbent coordinates and manages diverse utility projects.The College Avenue Central Heating/Cooling Plant has the capacity to produce 120,000 lbs. of steam per hour and 1800 tons of refrigeration available. The 24 College Avenue Plant and the Murray Hall Plant have a combined total of 15 Million BTU's/Hour and refrigeration capacity of 850 Tons. The Walters Hall Plant has a heating capacity of 30 Million BTU's/Hour with 700 Tons of refrigeration. The Newell Plant provides 29 Million BTU's/Hour and refrigeration capable of 600 tons. The Cook Chiller Plant has a 2200 Ton refrigeration combined capacity and Foran Hall provides a total of 1500 Tons of refrigeration. There is emergency plant power (College Avenue Plant) capability (500KW generator) in the event of a facility wide power failure.Among the key duties of this position are the following:
  • Responsible for the operation and maintenance of the College Avenue Central Heating/Cooling Plant, 6 Satellite Plants and the associated equipment and infrastructure related to these Distribution Systems. The scheduling and management of all equipment shutdowns for maintenance and state inspections as well as continued preventive maintenance program. All planned work should be scheduled with the least amount of impact on areas being served by equipment /systems affected. Communicate with all affected customers in the event of any system interruptions in regards top the nature of the outage, how it will affect them and the duration of the interruption.
  • Supervision of plant operating engineers, including training and ensuring safety compliance with all regulatory statutes. Acts as supervisor for the College Avenue Central Plant in the absence of the Chief. Provide adequate guidance and instruction on procedures and equipment associated with all plant operations
  • Coordinates major project development through planning, design, and construction phases, in conjunction with outside architects/engineers, REHS, Code Official, and other departments and agencies affected. Works with Utility Engineer on all projects to ensure compliance and that work meets the overall needs and goals of the department.
  • Ensure that all State and Federal regulatory requirements are in compliance. Logs and reports are completed in a timely, clear and detailed manner. Included are all Title 5 Air Permit Requirements and Spill Prevention Measures which require periodic testing and reporting.

Qualifications

Minimum Education and Experience
  • New Jersey Gold Seal License, with a minimum of 5 years experience in power plant management, including experience and training in the area of cogeneration.
Certifications/Licenses
  • Requires a Universal Refrigeration License or obtain one within 6 months of employment.

Required Knowledge, Skills, and Abilities
  • Knowledge of and experience with HVAC equipment and controls, operation and repairs.
  • Supervisory experience including supervising equipment repair contractors is required.
  • Computer literacy including Energy Management Software, Equipment Monitoring and
  • Microsoft Office is a requisite.
Preferred Qualifications
Equipment Utilized
  • The position needs to be proficient in equipment controls including but not limited to system components for Steam Boilers and the Cascade Distribution System, Refrigeration Machines and Cooling Towers. The position must be familiar with Data Acquisition Software required by the operating permit of the plant and equipment under his supervision. Must be able to utilize the Computerized Maintenance Management System for routine and emergency work orders, identifying and performing preventive maintenance and charging out time for employees.
