Craven County Government Finance Accounting Technician I (10853) in New Bern, North Carolina

Primary Purpose An employee in this class performs a varietyof technical accounting duties involved in the preparation, review, and maintenance of financial and statistical records that may include accounts receivable, accounts payable, payroll, purchasing, license/permit processing, and/or cashiering; and preparation of schedules, reconciliations, and journal entries relating thereto and other duties as assigned.The employee may also be responsible for providing office assistance for the finance department. Essential Functions Work may include processing accounts payables, preparing bank deposits, recording deposits on the computer, maintaining general fiscal records and fund activity, checking inventory records, reconciling tax reports, and maintaining related financial records and special accounts. The employee may also be responsible for providing office assistance for the finance department. Work involves data entry of accounting information, the receipt, verification, and recording of documents received from other areas such tax department or outside entities such as vendors. Some typing and/or word processing in report preparation and correspondence, and various clerical duties such as maintaining and updating files and assisting with annual financial reporting is performed. Work assignments are completed in accordance with established procedures with unusual situations being referred to the supervisor for guidance. Work involves applying established fiscal procedures, principles of bookkeeping, and basic fund accounting. Work is characterized by use of accounting related documents and reports, invoices, general ledgers, tax forms and other related statements and fiscal forms. Work is performed under general supervision of the Assistant Finance Director, and is evaluated through conferences, accuracy, and completeness of work, and by independent audit of financial records.

  • Processes invoices, purchase orders and other claims for payment
  • Matches purchase orders and printed checks with invoices
  • Distributes checks to departments or mails, as needed
  • Gathers, checks, and tabulates data used in the preparation of records and report
  • Prepares journal entries.
  • Makes receipts and deposits for funds received from a variety of schools or County agencies and the mail,records revenue codes on each deposit
  • Maintains and reconciles a variety of ledgers, reports and account records
  • Performs a variety of general clerical duties including typing, maintaining files and records, and processing mail in accordance with the State Retention Schedule
  • Assists customers, departments, and employees by providing fiscal information, explainingprocedures, answering questions, and resolving problems or complaints
  • Maintains files, takes messages, and answers questions
  • Prepares daily, monthly, quarterly, or annual reports of a fiscal or accounting nature, as directed
  • Routinely uses a full range of spreadsheet computer software applications
  • Provides technical information and instruction to departmental personnel regarding procedures and methods involved in processing transactions
  • Collects payments over the counter and by mail
  • Maintains and balances assigned cash drawers and prepares daily cash deposits as required
  • Scans and prepares invoices for Accounting Technicians when able
  • Reviews incoming invoices to determine if they have been processed/paid prior to providing to Accounting Technicians
  • Updates Craven County Finance website with up-to-date reports for public viewing
  • Assists Payroll Specialist in sorting of timesheets for departments
  • Assists in yearly reversion of Property to State Accounts
  • Assists in gathering documentation for yearly audit and performs other related duties as assigned

Minimum Education and Experience

  • Associate's degree with a major in accounting or business and experience as an accounting technician i a progressively responsible fiscal environment, preferably in a governmental operation; or
  • an equivalent combination of education and experience
