Summary The work is to carry out all steps associated with buying products & services for an ambulatory health care center. Evaluates suppliers, negotiates contracts, reviews the quality of products. Monitors & follow laws. Administer contracts with suppliers or vendors. Analyzes price proposals to determine reasonable prices. Responsibilities The position is located in an ambulatory health care center located on the Confederated Tribes of the Colville Indian Reservation. If selected candidate is hired at the GS-05 level, the selected candidate gains experience toward the next level until the full performance level of GS-08 is achieved. The major duties are listed below. Review purchase requisitions ensuring the adequacy and completeness of specifications and statements of work. Determine the most effective purchasing methods and strategies to be applied based on cost, urgency, availability of supplies, and use of mandatory schedules. Advise customers on preparing requisitions, developing specifications, identifying qualified sources and interpreting and applying pertinent procurement regulations and policies. Administer small purchases that require extensive monitoring and oversight. Use simplified acquisition procedures such as orders against blanket purchase agreements, purchase orders, task/delivery orders and credit card buys. Work with a variety of automated systems in carry out purchasing work. Requirements Conditions of Employment Must pass pre-employment examination. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the grade GS-04, which is the next lower grade level in the Federal service obtained in either the private or public sector performing work and/or tasks such as work experience comparable to prepare and process requisitions and purchase orders for office supplies and equipment based on technical knowledge of the goods or services they are purchasing.. OR Submit a copy of unofficial transcripts to show 4 years of education above the high school level. Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5 OR Demonstrate meeting qualifications for this grade level by indicating on resume and submitting a copy of unofficial transcripts to show a combination of specialized experience and above high-school education that meets 100% of the qualification requirements for this position. MINIMUM QUALIFICATIONS for Grade Level: GS-07. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the grade GS-06, which is the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks comparable to preparing purchase orders, soliciting bid proposals; reviewing requisitions for goods and services; and negotiating, and renegotiating with suppliers, vendors, and other representatives. Buying or making purchases are of limited range of equipment, commodities and services, using standard methods, and administering purchases of broad range of equipment, commodities and services through a variety of methods such as purchases involving (1) specialized requirements and/or (2) commercial requirements that have unstable price or product characteristics, hard-to locate sources, many critical characteristics, or similar complicating factors. MINIMUM QUALIFICATIONS for Grade Level: GS-08. Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the grade GS-07, which is the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work experience comparable to tasks such as monitoring and following applicable laws and regulations; analyzing price proposals, financial reports, and other information to determine reasonable prices; writing and reviewing product specifications; maintaining a working technical knowledge of the goods or services to be purchased; and purchasing machinery, equipment, tools, parts, supplies, or services necessary for the operation of an establishment.Makes purchases of broad range of equipment, commodities and services through a variety of methods and administering on-going purchases of broad range of equipment, commodities and services, resolving a variety of problems. Individuals who buy or acquire goods and services for their organization typically start up and carry out projects related to buying purchase complex and highly specialized services, supplies, and equipment to meet the unique requirements of the organization(s) served. Specialized Experience Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. You must meet all qualification requirements within 30 days of the established cut-off date or the closing date of the announcement. Education Combining Education and Experience: Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-5. Successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable at grades GS-3 through GS-5 for all positions. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. As a general rule, education is not creditable above GS-5; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required. This position has promotion potential to the GS-08 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
