Overview: S4 Inc. employees selected for this position will be supporting USSTRATCOM JEMSO missions in order to provide the JEMSO Director with Planning, Analysis, Spectrum Management and Intelligence support. In addition, S4 employees will support Advisory and Assistance Services (A&AS) for JCER to accomplish Joint Electromagnetic Spectrum Operations (JEMSO) readiness evaluations.
Specific Duties: In this position you will be responsible for:
Providing subject matter expertise in military operations, JEMSO, evaluation and evaluation/operation research, and management;
Creating and leading a multi-tiered Integrated Project Team (IPT) structure permitting the Government to leverage the contractor personnel to perform multiple tasks concurrently
Demonstrating and maintaining knowledge of current National policy, JEMSO strategy, and associated spectrum related publications;
Advising JCER activities and strategy as it relates to future and current JEMSO policy, studies, and evaluations, including providing inputs to JCER future evaluation and expansion capabilities and options (Note: may require an OSD Cost Assessment and Program Evaluation (CAPE) Planning, Programming, Budgeting, and Execution (PPBE) Waiver);
Providing guidance during JCER evaluation development to ensure technical and Universal Joint Task (UJT) JEMSO rubric standards are maintained.
Qualifications:
Current TS+ clearance
More than 12+ years of demonstrated relevant experience with 20+ years desired.
Operational JEMSO experience and management of complex JEMSO projects and programs at the Major Command (MAJCOM), Service, or CCMD level;
Training and certification as a Program Management Professional (PMP) is highly recommended for individuals lacking requisite military leadership experience.
