Northampton County Bridge Superintendent in Nazareth, Pennsylvania

GENERAL PURPOSE The Bridge Superintendent position is responsible for the technical oversight and management of bridge construction, operation and maintenance, and the administrative functions of the Bridge Division. Work includes inspecting County bridges, recommending and overseeing repairs, and inspecting the lighting system for selected highway interchanges. The position in this class is responsible for the structural safety of County bridges through the planning and oversight of their maintenance and repair by internal work crews or through outside contractors. A position in this class is differentiated from those in related classes in the overall responsibility for the Bridge Division and the specialized nature of bridge engineering and construction work.

SUPERVISION RECEIVED This position reports directly to the Director of Public Works or Deputy Director of Public Works.

SUPERVISION EXERCISED This position is responsible for the supervision of full-time Bridge Mechanics and part-time, seasonal employees.

ESSENTIAL DUTIES OF THE POSITION Schedules and conducts bridge inspections, determining compliance with safety standards and identifying necessary bridge repairs. Develops plans for such projects, estimating time, material, equipment, and related costs. Recommends use of internal workers or contracting out for repairs. Coordinates plans with other involved County, State, and outside organizations. Procures equipment and materials for projects. Oversees and inspects bridge repair and construction work in progress and upon completion for conformance to standard construction practices and project specifications. Verifies materials, dimensions, grades, and elevations of work. Assists with easement acquisition and utility coordination. Plans, assigns, and reviews the work of full time Bridge Mechanics, as well as seasonal positions engaged in bridge maintenance and repair work. Delegates work assignments and observes activities during course of project, reviewing progress and reports regularly. Works with local communities to coordinate repair and reconstruction work including establishing traffic control plans. Serves as liaison with engineers and contractors. Takes part in repair efforts including stonepointing, excavation and forming concrete walls and footers, chipping and patching bituminous decks and debris removal. Inspects lighting of assigned highway interchanges on a monthly basis for damaged equipment or lights not working. Assists other County staff in snow removal from some County buildings. Performs inspections of County bridges that are not routinely inspected by PennDOT's consultant as part of the NBIS inspections. Drafts reports summarizing inspection findings including photographs, documenting the existing conditions, and developing maintenance recommendations. Bridge Superintendent must be available outside of normal business hours in emergency situations such as extreme weather or vehicular accidents that compromise the safety of a bridge, and must take the necessary actions to ensure public safety is restored in a timely fashion. Carries out personnel, accounting, budgetary, and related administrative matters. Conducts interviews. Handles disciplinary administrative matters, leave requests, performance appraisals, and all other personnel management tasks within the Division. Tracks expenditures to ensure conformance with budget requirements. Assists Director of Public Works in developing annual budget. Maintains inventory of materials and supplies. Inspects vehicles and power equipment for safe operation, arranging for any needed repairs or replacement. Maintains organized records of reports and activities, including annual State required bridge safety inspection and certification reports. *An employee assigned to th s title shall perform a majority, but may not perform all, of the duties listed in this job description. REQUIRED MINIMUM QUALIFICATIONS EDUCATION & EXPERIENCE - Completion of a high school, or general equivalency, diploma; AND Formal coursework or technical schooling in construction or civil engineering preferred; AND Extensive practical construction experience, two (2) years of which includes work with reinforced concrete, structural steel, and other types of bridges. Professional engineering or bridge inspection training may be substituted for the general experience requirement on a year-for-year basis; AND Employee assigned to this title will be required to possess and maintain a valid and current motor vehicle operator's license. Must have an acceptable driving record; AND Eligibility for and possession of, within one (1) year of appointment, Bridge Safety Inspectors Certificate issued by the Commonwealth of Pennsylvania.

KNOWLEDGE, SKILLS, AND ABILITIES Thorough knowledge of bridge construction and maintenance practices and requirements. Thorough knowledge of general construction including: excavation, formwork, bar reinforcement, concrete placement, bituminous paving, utility construction, and traffic control. Thorough knowledge of construction, environmental, and traffic safety regulations. Knowledge of construction management, including scheduling, estimating time, materials, and labor costs, and overseeing work crews engaged in such projects. Knowledge of bridge engineering and surveying principles and practices, and ability to comprehend construction plans, shop drawings, and submittals. Knowledge of administrative methods and techniques commonly employed in budget, personnel, and procurement functions. Skill in inspecting bridges for conformance to sound engineering, structural and mechanical conditions, and requirements. Ability to plan, assign, and review the work of County employees or outside contractors engaged in bridge repair and/or construction work. Ability to train County employees and seasonal help to perform bridge and roadway preventative maintenance and minor repairs. Ability to establish and maintain effective working relationships with associates, contractors, representatives of local communities, and the public. Ability to prepare and maintain complete technical and administrative records and reports. Ability to read, write, speak, understand, and communicate in English to perform the duties of this position.

TOOLS AND EQUIPMENT Motorized vehicles for mechanical testing purposes, power and hand tools and equipment for vehicle and mechanical system work. PHYSICAL DEMANDS While performing the duties of this job, the employee is frequently required to use hands to finger, handle, feel, or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl. The employee is occasionally required to walk, sit and talk or hear. The employee must frequently lift and/or move up to twenty-five (25) pounds, and occasionally lift weights up to one hundred (100) pounds.
