Naval Supply Systems Command PROGRAM ANALYST in Naval Station Complex, California

Summary You will serve as a PROGRAM ANALYST of NAVSUP FLC SD GF. Responsibilities You will coordinate efforts with multiple team members, develop schedules, review work, and report project status as needed. You will use advanced process improvement techniques to identify root causes, predict their effects on future state with the goal of sustaining performance benefits, and maintain project records in CPI database systems. You will negotiate effectively with management to accept and implement recommendations. You will gather, analyze, and provide performance metrics. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector applying analytical and evaluative methods and techniques concerning the efficiency and effectiveness of assigned programs. Specialized experience must include: 1.) Knowledge of NAVSUP-FLCSD program goals, objectives,, mission, and work operations in order to successfully analyze data within proposal submittals and understand contract proposal documents; 2.) Determining and applying program evaluation and measurements to ensure compliance with applicable laws, regulations and policies impacting measurements of program effectiveness: 3.) Knowledge of Lean Sigma and Theory of Constraints tools and methods for the analyses, assessment, and improvement of program effectiveness or the improvement of complex management processes and systems: 4.) Planning, scheduling and conducting projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations of a program.
