United States Fleet Forces Command WATERFRONT BUSINESS OPERATIONS MANAGER in Naval Shipyard, Virginia

Summary You will serve as a WATERFRONT BUSINESS OPERATIONS MANAGER in the Waterfront Business Operation Division (Code 1210), Business and Strategic Planning Office (Code 1200) of NORFOLK NAVAL SHIPYARD. Responsibilities You will evaluate, analyze, and market repairables and all other DOD related work, consistent with NNSY Capabilities. You will direct and supervise a wide a wide variety of special projects assigned by the Shipyard Commander and other senior managers. You will conduct and facilitate conferences and other meetings with representatives from the various major NNSY customers. You will resolve anticipated or actual bottlenecks or interruptions in planning for and executing waterfront projects. You will evaluate work performance of subordinate supervisors and serve as the reviewing official on evaluations of nonsupervisory employees. You will interview candidates for positions in the unit, recommend appointments, promotions, or reassignments. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with decision-making and making recommendations to resolve complex issues. Experience with planning, estimating, and forecasting workload for an organization. Experience with advising and consulting upper echelon on matters such as: ship work, performance metrics, and business policies. Experience with utilizing skills in financial management, personnel management, funds administration and project management in relation to the maintenance, overhaul, and alteration of navy vessels. Experience conducting detailed studies and analyses of data, policy, procedures, and trends. Experience developing Measures of Effectiveness (MOE) and metrics to evaluate the level of success of financial and business processes. Experience possessing a background in Fleet Quality Assurance and Maintenance Management Systems and programs.
