Summary You will serve as a PROGRAM ANALYST in the STRATEGIC TRANSFORMATION DIVISION, COMMAND TRANSFORMATION OFFICE of NORFOLK NAVAL SHIPYARD. Responsibilities You will be responsible for managing, analyzing, planning, organizing, overseeing, and accomplishing systems transformation capability management using standard best practices. You will support team building, collaboration, project management, and change management by serving as a Program Analyst for cross-functional, multi-discipline, inter-departmental initiatives. You will be responsible for managing, analyzing, planning, organizing, arranging, implementing, and conducting waterfront systems transformation and process improvement. You will be responsible for conducting thorough analysis of existing processes and systems to identify bottlenecks, inefficiencies, and areas for improvement. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: * Experience conducting studies, surveys, and preparing reports, recommendations, and presentations for assessments. * Experience implementing Project Management Practices to accurately recommend Transformation Solutions. * Experience collaborating with various teams, departments, and subject matter experts to ensure a comprehensive approach to system improvement. * Experience managing process improvement projects including budgeting, scheduling, and resource allocation.
