Office of Naval Research SUPERINTENDENT, SPACE SCIENCE DIVISION in Naval Research Laboratory, District Of Columbia

Summary You will serve as the Superintendent of the Space Science Division at the Naval Research Laboratory in Washington, DC. You will be responsible for the conception, planning and formulation of the scientific program of the Division in pursuance of the military defense of the United States. The Space Science Division has approximately 120 civilian employees, contractors, postdoctoral fellows, visiting faculty and students and operates an annual budget of $55 million. Responsibilities You will conduct a program of research development, test and evaluation leading to the creation, adoption and application of new concepts, principles, methods and techniques in the scientific field of space science. You will be responsible for formulation of the general policies and objectives necessary to carry out the Research and Development program of the Space Science Division. You will represent NRL in matters pertaining to space science, space weather models, and relevant effects on Naval capabilities. You will plan and direct the effective administration of the Division including problems of personnel, experimental facilities, laboratory space, finances, safety, security, priorities, morale, etc. You will serve as scientific consultant to the Navy, other departments of the Government, allied foreign governments and various other interested groups on matters in space science. You will plan, direct, and regularly review the prosecution of broad programs in the space science, including formulating and developing innovative scientific and technology program proposals in space science research. You will be responsible for "marketing" proposals to sponsoring activities or executive level management. EXECUTIVE CORE QUALIFICATIONS: You will be assessed against the Executive Core Qualifications (ECQs).They are designed to assess executive experience and potential - not technical expertise. They measure whether you have the broad executive skills needed in a variety of senior executive positions. Failure to meet a qualification requirement will disqualify an applicant. Inherent in the ECQ is the ability to make decisions that produce high- quality results by applying technical knowledge, analyzing problems, and calculating risks. 4) Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5) Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Demonstrated competence in physics and/or engineering sciences which provided documented, broad and comprehensive knowledge of space science research. 2. Ability to formulate and develop innovative scientific program proposals in space science research and "market" these proposals to sponsoring activities or executive level management. Included in this is the ability to gain acceptance of and execute highly complex technical programs. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: 1301 Series: Successful completion of a degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or a combination of education and experience in one of the above majors that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. 1310 Series: Successful completion of a degree in physics; or related degree that included at least 24 semester hours in physics; or a combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. 1330 Series: Successful completion of a degree in one or a combination of astronomy, physics, mathematics, space science, or electronics. The course work must have included differential and integral calculus and 12 semester hours in astronomy and/or physics; or a combination of education and experience -- at least 30 semester hours of courses equivalent to a major in any combination of astronomy, space science, physics, mathematics, and electronics, with required course work as shown above, plus appropriate experience or additional education. Additional Information This position is in the Senior Executive Service (SES), a small elite group of top government leaders.
