Naval Sea Systems Command SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in Naval Business Center, Pennsylvania

Summary You will serve as a Supervisory Administrative /Technical Specialist - Code 0223 Contracting Branch Head in the Contracts Department, Code 02 of Naval Surface Warfare Center, Philadelphia Division (NSWC PHILA DIV). This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. Responsibilities You will serve as Contracting Officer with authority for issuing solicitations; entering into and signing contracts, contract modifications, terminations, Determinations and Findings; Justifications and Approvals; and Business Clearances. You will utilize knowledge of Federal, Department of Defense (DoD), and Navy contracting laws, regulations and procedures applicable to the acquisition process. You will serve as advisor in procurement planning meetings for acquisitions assigned to your team. You will assign and monitor staff work in order to set priorities, set by the Division Head, DCCO and CCO. You will plan, guide, direct, and administer all branch activities and resources and provide guidance on acquisitions from requisition to contract closeout. You will develop comprehensive strategic plans and evaluate the Branch's effectiveness. You will strategically balance the workload of Contracting Officers and Contract Specialists in the branch in a manner consistent with the employee’s career level. You will review work products for the development of facts, soundness of judgment and adequacy of analysis as to ensure compliance with statutes, procedures, regulations and policy requirements. You will assist in the development of procurement objectives for the programs under your cognizance in terms of competition and price range. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-04 (GS 11 and GS 12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: serving as an advisor and reviewer of procurement processes and contractual documents and managing the execution of contracts for the procurement of supplies, or services. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
